Bhutan was ruled by a king since 1907 and by theocracy and civilian agency. The isolated under developed country slowly touching the edge of development when the country got the king. Gradually with the leadership of monarch, Bhutan began its clear way towards modernization. National assembly was based on eight articles known as Bangzhung Lhamai Sidey Chigdril Gi Chimi Tshogtam and mainly focuses on the important matters related to the peoples and the country. It plays greater roles in passing laws and public policies. It bestow the platforms to share the decision process making with elders in the country and gives equal rights and opportunities to raise their concerns, issues and idea to benefit the development of the countries. Not only that it helped the king to mobilizing the people and creates an efficient governing system within the country. The power which was secured earlier was given to the people mainly to bring the systematic changes and to ensure long term peace and security in the country. Furthermore he voluntary surrendered the veto power meaning earlier all the powers were under the control of the king whatever issues we have should be passed by king but with the establishment of national assembly in 1953(History Of Bhutan,2013)power was given to the national Assembly. Serfs were deprived from getting happiness as the powerful ones will overtake and dominate the least powerful people. Serfs were known through different names like khey, jou, zaden but later His Majesty issued a Royal ordinance that the serfs should be addressed as Nangzen which is least insulting to them. Earlier serfs and slaves were considered as low caste citizens and were forced to work under their lords in return for a piece of land and for clothes. With the introduction of freedom of serfs the equal rights and opportunities were given to the people. During the past serfs were down looked by the powerful people and discriminate between high and low caste people. To have living serfs have to work under their lord to get the foods and clothing but as of now people became independent with sufficient fooding and clothing for their living and were able to raise their issues without fear. Today we enjoy the fruit of land without paying tax to the government .According to Jamtsho (2014 p.49), “ issued royal kasho to give all the serfs the freedom to renounce their servitude and leave their master fear of retribution.”Giving freedom to the serfs made Bhutanese people to have their own rights and
