INTRODUCTION. Leadership in Islam is based on the concept of the Caliphate which every human being is responsible leaders lead himself, family and members below it. In the passage of the Qur'an and the Hadith shows about who the leader, duties, responsibilities, and also on the properties and behaviours that must be owned by a leader. Allah says in the Surah Al-Baqarah: 30
And (remember) when your Lord said to the angels; "verily I am creating a caliphate in the earth." They ask (about the wisdom of God's ordinances By saying): "Are you (O Allah) about to place therein one who will make mischief therein and shed the blood (have fought each other), whereas we always exalt with praises and sanctify You?". Therefore, each leader should have a vision and mission for the benefit of all parties. All the planning is done carefully, intelligent, flexible, and constructive and understands. Imam al-Ghazali once said:
"Do not be a leader preoccupied with matters of worship (worship Sunnah), while the people are waiting at the front door of the house to ask for help from her because fulfill the wishes of the Muslims is more important than the Sunnah of worship."
