1) Describe the role, structure and history of International Maritime Organization, with special regards given to the Maritime Safety Committee.

IMO, the International Maritime Organization, is the United Nations specialized agency which monitoring the safety and security in shipping industry and prevent any pollution by ships. Through cooperation, IMO is promoting a lot of practices to ensure safe, secure and environmental friendly in marine in order to be more sustainable. Standards, rule and regulations had been set properly to control the pollution from ships. For assembly, it is the highest position and given power to make decision. It consists of all Member States. In every two year, they will meet once in regular sessions, sometimes they might conduct extraordinary session if necessary. The routine works which done by assembly are the approval of work program, budget and allocate the financial arrangements. Besides, assembly is the one who can elect the Council. For council, it is focusing on execution and help assembly to supervise the work of the Organization. Normally, council able to perform all the functions of the assembly, just cannot give recommendations to governments regarding maritime safety and pollution prevention. Other than that, council also responsible in coordinating the activities of the organs of the Organization, they draft work program and estimating budget, receiving reports and proposals from committees, recommend the Secretary-General to assembly. After 10 years, the IMO Convention entered into force and met the new Organization in the following year. The main purpose of the organization is to provide machinery for cooperation among governments in the field of governmental regulation and practices. Besides, it also encourages and facilitates the general adoption of the highest practicable standards in term of maritime safety, efficiency of navigation and prevention and control of marine pollution from ships. After born, IMO 's was ordered to adopt a new version of the International Convention for the Safety of Life at Sea (SOLAS) in 1960. IMO started to solve the issues such as the facilitation of international maritime traffic, load lines and the carriage of dangerous goods and also revise the system of measuring the tonnage of ships. However, a serious issue was happened- pollution. It showed the increasing growth in the amount of oil being transported by sea and in the size of oil tankers. After Torrey Canyon disaster happened in 1967, there was around120,000 tonnes of oil was spilled. To solve this issue, IMO had introduced a few practices after few years in order to prevent tanker accidents and to minimize their consequences.
