The Rules of Engagement documentary focused on the strained relationship between the Branch Davidians and the Federal government that ultimately led to the deaths of many people. The infamous showdown in Waco, Texas between the two groups has had many different opinions on who is to blame. The documentary used Federal Bureau of Investigations negotiation tapes, home videos made by the Davidians, portions from Congressional hearings, extensive interviews with the few Davidian survivors, representatives of law enforcement, independent investigators, scholars and scientists. Victor Houteff believed that Christ would return after a small number of Christians had been sufficiently purified of the evil and sinful worldly influences which is outlined in his book The Shepherd's Rod. After Victor Houteff died, there were a few different leaders of the group but eventually David Koresh would gain power.
David Koresh was a young and charismatic leader of this unorthodox Christian group. He stated that he had a revelation from God that he was the end of time Christ. This special Christ was going to be an ordinary man who sinned like anyone else but was specifically chosen by God. I am not sure if this was intentional or not but I think the repercussions slightly skew the evaluation of the federal government. I think the definition of religion in relation to this group was grossly morphed with the fixation of charismatic David Koresh. Basically, I think they believed that the needed definition of religion was whatever David Koresh said. David Koresh is a key piece in understanding the belief system since he was viewed as a prophet. As a prophet, he had a divine connection for the decoding of the Bible. While it is clear in the home videos made by the Davidians there was an allegiance to David Koresh, the main attraction was the common desire and longing to
