Quality of life implies those attributes catering for the diversified and growing aspiration of citizens that go beyond the satisfaction of basic needs (Habibullah, 2008). Sustainable human settlement depends on the creation of a better environment for human health and well-being which will improve the living conditions of people and decrease disparities in the quality of their lives (Douglas D. Perkins, 1993). 1.1.2 Residential crimes rates The Malaysian housing is apprehensive of the rise in crime in the past few years. Malaysia has been experiencing accelerated urbanization since the last three decades which results in increasing crime rate in residential areas (Sidhu, 2015). The crime rates in Malaysia in the last three decades (1985-2015) rose between 1 to 8% per year. More than 80% of the crime committed during this period were related to property crimes such as burglary, vehicle theft, and larceny (Habibullah, 2008) Malaysia’s crime index recorded a 4.6 per cent increase in 2015 due to an increase in property crimes. Residential crime can be prevented by applying a good housing design during the planning process and also by maintaining the elements. Madanipour (2006) discovered that elements such as physical layout, housing typology and the outlook of the surrounding environment will prevent crime from occurring therefore creating a safe environment that contribute to a better living quality for people in the cities. The problem for many of the packed and overcrowded towns is that they are “without sanitary water or basic roads”(Semuels), causing great burdens and peril for citizens. Due to the unkempt resources, birth rates in slums tend to be lower than those in other areas while life expectancy will be shorter. Even with the creation of many government programs, such as those that place people in newly-built affordable housing, the abandoned neighborhoods still require maintenance or a crisis like a poor child “eating lead paint,” because “the building had not been updated since the 60’s”(Semuels).

But what defines an urban area and what makes it so attractive? In my opinion, urban areas are places that consist of a variety of land uses and buildings, where services and amenities are easily accessible to the general public, and includes an established multimodal transportation network. Also, it should be a place where people can play, learn, work, and grow in a safe and collaborative manner.
