On 02/08/2017, I, William Van Scoter, was working as a police officer for the Wichita State University Police Department, in Wichita, Sedgwick County, Kansas. At approximately 1520 hours I was told to interview a woman who was to believed to have been sexually assaulted. I arrived at the University Police Department's lobby and was met by a female and two males. The female was later identified as Terry Giang. Giang was going to be interview by Detective Jeff Rider #106 and I was going to be present during the interview. After we met with Giang in the lobby we asked her to please follow us to the Detective's office where she was going to be interviewed. Giang began to cry because of the stress of everything and Maddukuri began trying to comfort her. Maddukuri moved her onto the couch and began touching her, holding her down, and kissing her face. Maddukuri also pulled Giang on top of him and held her there and began to hump her with his clothes on, she stated she thought he had an erection at that point. Maddukuri began asking Giang to have sex with him, Maddukuri moved Giang to the bedroom by carrying her there. Once Giang was in the bedroom, Maddukuri began touching, rubbing and kissing Giang. Giang stated Maddukuri Giang felt very uncomfortable and violated due to everything that was occurring. After all of this occurred Maddukuri began trying to apologize to Giang because he saw visually and emotionally how upset Giang was. Giang stated Maddukuri said she couldn't leave until she calmed down and everything is ok. Giang laid in the bedroom for awhile and then put on an act as if she was fine so she could leave. She then left his residence around 1800 hours. Giang drove back to her house and sent her the Dean of Chemistry an email explaining what had just happened at approximately 0100 hours on 12/10/2016.
