In a world of shrinking budgets and competing interests, schools have many challenges when it comes to developing a budget. In addition to ensuring that students meet high standards on standardized tests, which are almost always paper and pencil tests, business leaders put a lot of pressure on schools to ensure that students master “real world” skills, and the “real world” is flooded with technology. Although teachers within this school district have access to the Internet and online subscriptions, many teachers are not utilizing the potential of educational benefits that technology resources offer (Blau & Peled, 2012).
