In the contract preparation process, the negotiation and contract preparation phase is the final phase of the evaluation procedure. There have 5 step in the contract preparation process that is invitation to negotiation , contract preparation form , appointment of negotiators, stage of the negotiation, contract signature with the common problem that will be faced during the contract preparation process. a) invitation to negotiation According to the selection by the commission of the proposal for negotiation and definition of an adequate budget for the work, the contact person for the proposing association will be informed by letter. The programme officer will invite the proposers to have a first meeting. The proposers will identify themselves with the coordinating contractor, normally the person who coordinated the proposal writing and submission. This people will guide on the proposer’s side.The coordinator will be channel for submitting all the documents and for connection between the contractors and the commission.Moreover, The coordinator will also receive in trust for the contractors all future payment from the commision and distribute them among the contractors according to their finance …show more content…

In stage 1, the first step is for the commission communicate to the coordinator the result of evaluation. The Commission programme officer will provide all the necessary information to the coordinator to prepare the first meeting where they will talk about the results of the evaluation. The proposers should bring to the first meeting with the completed draft set of the contract preparation forms. They have to give advise on how to revise the proposal and take into account and the comment will be provided by the programme officer. The proposers must pay attention for the first meeting and ensure enough information is brought to be able to agree on all required technical as well as financial changes to the proposal. Commission programme officer have the authority to stop the meeting at a certain point and continue on the future if conclusion cannot be drawn at the meeting.
