The incidence of child abuse and neglect has increased dramatically in the past 25 years; the statistics have risen over 130% since 1980 with 1993 being the first year since 1972 in which the number was less than the previous year. Throughout the years child abuse has had a greater impact on the United States and more thorough research has been brought out. Co-working a case through conducting direct work with an eight-year old girl, I used professional curiosity to explore an alarming self-disclosure made to me about her sleeping with a fifteen-year old boy, who was a non-relative. By keeping an open mind, avoiding making assumptions, analysing what was said and observing the child’s body language, I determined that whilst this incident was really inappropriate, there was nothing untoward happening. However, to safeguard and minimise risk for the child, I relayed this information to the relevant social worker so the concern could be properly addressed and resolved.

Neglect is a harsh thing to go through when you have no one on your side especially by the people that are supposed to help you find a loving and caring family. Foster Care workers aren’t caring and looking out for the children like they are supposed to so that’s where the neglect comes from and that’s why this paper is getting written. The Foster Care System in the United States is neglectful and unsafe for children because foster care workers aren’t screened correctly, the system is not monitored appropriately, foster care can negatively affect the mind of a child.

I hope to one day hear of less children being abused and neglected, like Ursula. It saddens me that this innocent child had to endure a traumatic death. I believe her story has brought awareness to many across the world and that her story lives on to help end abuse and neglect. As a social worker, I will keep her story in mind and do my part to help and advocate against child abuse, in her name. It has been brought to my attention how easily abuse can be overlooked, such as the school aid and teacher being inattentive to Urusula’s odd behavior, it is important to be aware of warning signs and symptoms to end or reduce child

The foster care system is something that very few people have experience with. People believe that it 's the best possible option for children who are in abusive homes, but that 's not always the case. Various researchers have found that abuse and neglect still occurs in foster care. As the amount of research done on this topic increases, more and more people are trying to figure out ways to stop it such as better training for foster parents, focusing more on the child 's needs and outcries of abuse and conducting more research on the topic.

Since last two decades Canada being experienced softer and harder forms of neo-liberal economic impetus (McKeen, 2006). Many of these reforms targeted social benefits and divided marginalized people into deserved and undeserved category (McKeen, 2006). At a large level, social policies are shaped by the exploration of dominant ideas about a social issue. Existing political views and the interest of the dominant policy community are predominantly influencing policy making (McKeen, 2006). The mainstream discourses for solutions of social problems and policy outcomes are increasingly underrepresented and narrow down the focus of social welfare in Canada (McKeen, 2006).

Two broad approaches have emerged in the context of child protection they are; vertical and horizontal approach. Vertical approach is understood as one that observes classes of vulnerable children independently from each other and it has been criticised by Wulczyn et al (2010) because it often results in a fragmented child protection response that is marked by numerous inefficiencies. For example, strategies that target sexually abused children can focus on addressing the immediate safety needs of these children forgetting other children who might be vulnerable though not through sexual abuse.
