In accordance with the Civil Service Act, the process of sourcing and recruiting employees, job transfers, promotions and dismissal shall be carried out as per the policies and principles determined into the Maldives Civil Service Act and this Regulation. This does not constrain any power or authority vested in the Commission by the Constitution or Law. It shall also not affect the validity of sourcing and recruiting employees, job transfers, promotions and dismissal decisions taken or actions executed with such power and authority.

Where required to hire a person for a Civil Service position, the most eligible person shall be selected according to set guidelines and principles. Once a person is appointed for a job, it shall be communicated to the offices by sending a “chit” by the Civil Service Commission. A copy of this chit shall be sent to the office where the position available. Offices using the software shall receive this chit through the software programmed.

Following the recruitment, each Civil Servant shall be assigned with Employment Record Card Number. As well as the communication from the Civil Service Commission or the agency delegated with the duty to the main office, the Senior Responsible Officer shall inform the same to the employee in writing.

Seeking employees and recruitment for Civil Service positions shall be done according to the book “Standards and Policies on Selecting and Appointment of Employees for Civil Service Positions” published by the Civil Service Commission.

Advertising: Advertisement for Civil Service positions shall be made according to the “Standards and Policies on Selecting and Recruitment of Employees for Civil Service Positions”. Even though all the rules for the Recruitment and Selection process are made by civil service and we don’t have any right to change the rules, but I supposed we can sort the changes or can make the upgrading to the subsequent parts.
• Train the questioners — almost everyone assumes that interviews are easy and don’t require training. But I believe is that civil service commission can conduct training to the atoll civil service senior staffs.
• Response – If we are saying that we will inform the candidates later then make sure that we do that. The candidates will be waiting for our response, therefore we need to set a goal for ourselves that we have to follow stringently. If we think that it will take some time before we can start responding to the candidates then communicate with them. Convey them that we will contact them after 3-4 working days consequently that we have the time to go through the list of the interviewee and make our preference.
