Sheriff Ed Tom Bell made the decision to locate Lleweyln Moss to try and protect him. Bell doesn’t realize the seriousness of the situation. He explain that he doesn’t understand this crime. Bell knew that Moss was in a great deal of danger but he wanted to help him still. When Moss passed away, Bell feels beaten and scattered; he has no reasons to be in this world. All of his reasons and choices regarding Moss and Carla Jean are based on his sense of obligation to serve and protect. Bell failed in both counts and he no longer feels capable of doing either.
