On 01-11-2016 at 1309 hours I was dispatched to 112 South Main Street (Dollar general) in reference to shoplifting.
Upon arrival I made contact with Dawn Miller, an employee of Dollar General, who informed me of the following:
- The white female (later identified as Sharon Rhamy) in the process of checking out has placed a pair of underwear in her left jacket pocket.
Upon Rhamy attempting to exit the building Miller stopped her and asked her about the underwear in her pocket. At this time Rhamy removed the underwear from her left jacket pocket. Miller asked her if she had any other property on her and Rhamy removed five pieces of chocolate from her jacket right pocket and advised that was it.
At this time I placed Rhamy under arrest and placed her into hand restraints which were properly fitting and double locked. I then conducted a pat down located the following items; 5 pieces of chocolate, bic lighter, and hand lotion.

Rhamy was transported to the Poplar Bluff Police Department booking room where she was processed and lodged at the Butler County Justice
On Wednesday 10-14-15 at approximately 1700 hours I Officer Hildebrand and Sgt. Hard were advised by dispatch that Debra Vanblaricom was at the station asking to talk to an officer. Debra wished to report an assault on her granddaughter. We met with Debra in the Police Department to speak with her. Debra stated that she feared for her granddaughter 's safety.
Green was placed in handcuffs checked for proper fit then double locked and placed in my patrol car. A search incident to arrest revealed that Green had three twenty dollar bills on his person. Of the three twenty dollars bills one matched the serial number of the counterfeit bill which I had just seized from Casey 's. The note was seized from Green and placed into evidence as #18595. Green was transported to booking for processing then later lodged at the Butler County
Alice Odom walked into the Gautier Police Department to report that someone had rifled through her vehicle, 1997 Mercedes and took $50.00. Odom said that there were four vehicles parked in the yard of her residence at 3140 Breakwater Dr. All four of the vehicles were rifled through, but Odom only had money taken from one of the vehicles. The incident happened between 8:00 p.m on 10/03/2016 and 5:15 a.m. on 10/04/2016.
The officer initiated a traffic stop and observed there were three men in the vehicle. The men were identified as the driver Partlow, and the passengers Pringle, and Smith. The officer asked Partlow for his license and registration. When Partlow opened his glove compartment to get his vehicle registration, the officer observed a large roll of money inside the compartment. He ran Partlow’s information for any wants or warrants and he came back negative for both.
P Speare states that MOS twisted her arms behind her back. P Speare states that the handcuffs were too tight and requests to loosen the handcuffs were ignored. MOS were executing a search warrant which was obtained by confidential informant buys at the location.
Scenario of the incident The incident happened on May 20, 2016, at approximately 18:00. The incident takes place on 222 Citation Way, Happy Town, GA 15486. The witness, Feet Security Officer Bo Foot, said that there were three suspects went to the store walking to the Big Feet area.
R. at 5. After Ms. Brie’s response, the officers opened the shoebox and discovered the white pills and money. R. at 2, 5. The officers then asked Ms. Brie if the contents of the shoebox were hers, to which she replied negatively, and seized the contents as evidence against Mr. Brie. Id.
Stark noticed the Officer Safety issue with interviewing the Victim in front of the door, and asked him to move to the side away from the flow of pedestrian traffic. Stark spoke with the Officer that had responded prior to our arrival and got the information that the Officer had already obtained. Stark re-interviewed the Victim, and come to the conclusion that the crime elements of PC211 were not met. I asked Stark what he believed the crime was, he stated PC 484 - petty theft. Stark gave the Victim a business card with the report number.
Oetzel willingly provided the key to the safe and authorized me to open and check it. Auxiliary Officer Runge opened the safe and discovered a plastic container containing 10 syringes. Furthermore, the safe also contained a grinder with trace amounts of a green, leafy substance. I asked Oetzel if he was a diabetic, he stated that he was not. I then read Oetzel his Miranda rights by my agency issued card.
On 04/23/16 I contacted Andrew Jepko at Pinching Pennies in reference to a theft of property call. Mr. Jepko said on this date at around 1230 hours a white male, white female and mixed juvenile male entered the store and browsed around for a while. Mr. Jepko said the party exited the store and the group stood outside the business for a short period and then the female reentered, expressing interest in a set of tires he was selling; which were stacked in front of the business. Mr. Jepko said the female exited the business again and when she did her male companion put two of the tires in the back seat of their vehicle with the juvenile male and then the three drove away. On 02/21/2017, I, Officer Rivera Ayala, responded to the lobby of the Bethalto Police Department in reference to a Domestic Trouble. I met with the complainant, identified as Elaine L. Davison (DOB 07/13/1984). Davison stated that when she got back to her house from running errands, Davison found that somebody had “bleached and messed” her room. Davison stated that she was not sure of who would have done something like this. Davison wanted to have a report on file and for the Police to take pictures of what had happened.
On 02/08/2017, I, William Van Scoter, was working as a police officer for the Wichita State University Police Department, in Wichita, Sedgwick County, Kansas. At approximately 1520 hours I was told to interview a woman who was to believed to have been sexually assaulted. I arrived at the University Police Department's lobby and was met by a female and two males. The female was later identified as Terry Giang. Giang was going to be interview by Detective Jeff Rider
Tammy V noticed Richard put something in his pants and took him to officer Cooker to have him check. Richard turned over a bandanna that was not his that he had taken from the staff mail room were he was doing work on an in house detention for cutting class on 9.20.16. I confirmed for officer Cooker that it did not belong to Richard even after Richard told the officer that it was not his and he took it for his collection at home. It was at this point that officer Cooker sighted Richard for stolen property and issued a citation.
