Situation Analysis Bhargava and Pathy (2011) stated that education in holistic approach will serve many purposes. It will empower a person to widen his perspective to his family and society. The holistic education will also ignite individual with the responsibility of developing and maintaining the socioeconomic system, conserving and transmitting human heritage, take up a sensible and sensitive method towards utilization of resources. Therefore, a teacher serves as the prime mover of the educational system while learner as the key participants in the learning process.

In this regard, Cebrian (2009) stated that the modern trend in the 21st century education is to develop the learners’ higher orders-thinking skills which can be attained by empowering the teachers who are the front-liners in education. He further asserted that teachers must be equipped with 21st century skills intended to equip the learners with knowledge, skills and expertise to survive the 21st century workplace.
In connection to this, elementary music education can be utilized by elementary teachers to play an essential role in the achievement and in the development of the elementary school children over which the generalist teachers have direct contact with.
In the field of music education, the classroom teacher is intended to bring out the natural musicianship of all children. According to Hackett (2007), music instruction must be offered and available to all children, and that “Music for Every Child-Every Child for Music” must be the motto at the elementary level. As a result of this scenario, the schools are less than adequate in the elementary music programs since there has been a claim that the generalist teachers lack confidence, training and the necessary skills to implement an effective music program. So this calls for a music training program for our generalist elementary teachers who teach music as cited by Wiggins and Wiggins (2008) that just as music should be taught for all children, music should be for all teachers.
There are evidences and proofs on how music education is very essential to everyone, especially in the children’s achievement and development. As quoted by Plato:
