To choose which one is best would matter on what the goal is and who is being served. They both have the goal of getting someone housed but rapid rehousing is faster as housing is the main concern. PSH may take a little longer as they are also working with the person's health issues as well. For similar reasons, the time spent with the client is different as well with Rapid re-housing spending at most 6 months with a client where as PSH could spend a lot of time in the program as it isn't time sensitive.
