a) Specialization is an element of the congressional committee system in which members of Congress are divided into specified areas of policy with the idea that the Congressmen will be experts in their specific areas. The specialization of these congressmen allows for a more efficient legislative process as Congressmen will have an advanced foundation that can therefore limit the amount of debates on bills. As a result, the congressional committee system will perform adequately. Party representation in committees is another element of the congressional committee system where a committee is leaning more towards one favorable party. This element influences the legislative process as they tend to follow legislation solely based on the favorable
Billion Dollar Congress (1889)- The Billion Dollar Congress was put on the third level of good because it provided impactful social reforms, but it became interested in the increasing revenues and protecting the Republican industrialist, which led them to favor the upper class on certain circumstances. The fifty-first congress received its nickname from being the first to pass a billion dollar budget, made up of the United States Senate and House of Representatives. The congress provided benefits for the Civil War veterans and increased the amount of the governments purchases of silver, expanding the authority of the federal government. McKinley Tariff (1890)- The McKinley Tariff is in the second level of bad because it gave them no option
all states were represented equally in the Senate. This made the smaller states happy. In the House of Representatives, representation was based on population. This pleased the bigger states. The Great Compromise settled the method of representation in the legislative branch.
Congressional Activity As it is suggested by the title of the article, Presentation of Partisanship: Constituency Connections and Partisan Congressional Activity by Scott R. Meinke, House members play an imperative role by informing their constituents in regards to the work the members partake in partisan Washington D.C., the nation’s capital. Going into depth, this article challenges and explores the extent of the choice to which the House members “relate their involvement in partisan Washington activity to constituency representation.” (Meinke 854) In essence, Meinke, within the article, discusses that many members of the House involve themselves with committees and higher chair positions within those committees, as well as whip networks
EXPLANATION OF THE KEY TERM The key term that I have chosen is “federalism.” In Lee Hamilton’s How Congress Works and Why You Should Care, he initially begins discussing federalism in the section named “Why Federalism Works.” To begin, Hamilton begins to reminisce on his experience in Congress and gives a brief and rather broad explanation to it, but he he goes on to use an example that is more relatable to the average person: 7th grade Civics class.
When looking at the current state of Senate in Canada today, many provincial governments are unhappy with their position in parliament and how their voices are being heard in the federal government. Senate reform has been a popular topic for over 60 years, with minimal changes toward how Senate has been run since the Constitution amendment in 1982. Originally, the Senate was to be a platform where regional representation was shown at the national level, and at its creation was credited with three main duties: to give proper representation of the regions of Canada, to be a ‘sober second thought’ for the House of Commons legislation, and to represent the population for Canadian interests. Many view that these duties are not being properly done by the current senate and have in many
The Texas Legislative Branch of Government The Texas Constitution divides the state government into three separate: the executive branch, the judicial branch, and the legislative branch. These three branches share equal power within the Texas State governemt. The executive branch is lead by the governor, the judicial branch consists of the Texas Supreme Court and the local courts around the state, finally, the legislative branch, is lead by the Texas Legislature, which includes the 150 members of the house of representatives and the 31 members of the state senate. These members of the house of representatives are elected to two-year terms and Senators serve four-year terms.
The issue at hand for the U.S 77th Congress (Historical Crisis Committee) to address is the extent to which the U.S should involve itself in the second greatest war that had erupted since the first global-scale war in 1914. As Joseph H. Ball, I solemnly swear to maintain and carry out my exclusive duties in benefitting America and its citizens to the best of my ability, as a senator of the U.S. 77th Congress. P1-Past: After starting to recover from the 1930s depression, Hitler and his alliances with Italy and Japan started another war, despite the Treaty of Versailles, restricting Germany from doing any harm. In fact, the Treaty of Versailles, which had strictly reduced Germany to poverty and massive debt, caused their retaliation with the
During the formation of the United States, America’s founders decided upon a federal bicameral political system. This ultimately divided the United States government legislature between Federal and State bodies embedded within Congress: the U.S. Senate and House of Representatives. This concept of congressional legislation occurred while large and small states sought to reach a compromise regarding the formatting of proportional representative bodies. In doing so, Congress was given several functions intended to combat corruption, characterized by the application of legislative power, the assurance of equal representation within government policy, and oversight in the Checks and Balance system. However, despite efforts to ensure Congress as
The political theorists David R. Mayhew, Gary W. Cox, and Matthew D. McCubbins argue on how the US Congress functions. They focus on the members of Congress and their actions. The basis of disagreement between the theorists lies in what Congress members find of importance. Mayhew argues that members of Congress, primarily concern themselves with reelection, as such, any action taken only benefits that. Cox and McCubbins’, however, formulate that Congress functions on the basis of majority party control and unity.
For centuries the world was governed by unethical and overpowered rulers or tyrants. This was the way of life and nobody tried to defy it until a young nation decided to break from tyranny and build a country based on fair morals. For centuries, after we discovered the New World, Britain had a tyrannic dominion over it. As time went on, the people who lived in America kept on receiving unfair treatment by Britain with unethical taxes and rules. Eventually, the colonists were fed up with the cruel treatment and decided to break apart.
The popularity of the members of Congress and Congress overall has been declining as the years pass and time changes. The dissatisfaction and disapproval of the public is so high because according to David Mayhew who wrote Congress the Electoral Connection members of Congress are single-minded people who are only focused on reelection, involve in “smart” behavior such as position taking, credit-claiming and advertisement. Also, according to Mayhew parties are weak, however, that is all not true people tend to vote more so for their party than the person in general. Arnold the writer of Logic of Congressional Outcome, states that Congress has many things to take into account such as citizen preference, robe-challenger, has to take into account
The Texas House of Representatives organization is one in which one hundred and fifty members compose it. Each of these members is to be elected for a two-year term. As well, each member in this position has to be a natural U.S. Citizen of the United States and must be at least 21 years of age or older. Prior to entering an election he/ she must have two complete years of been a resident of the state and one year of been a resident of the district from which they were chosen to form part. The Texas House of Representative is in charge of electing the speaker of the house, which is also known as the presiding officer.
The Senate and House of Representatives comprise the two chambers of the United States Congress. While both houses are representative bodies and jointly oversee the executive branch, both must approve all bills before the president, but both chambers have different roles according to the Constitution. The House of Representatives has 435 members apportioned to the house from across the United States. States with larger populations receive more seats within the house.
Chief legislator is another role that the president has. As a chief legislator the president can try and convince Congress to pass new laws or veto bills. The president cant just make new laws but can make an impact on Congress on which way they should go. If they should pass a law or not. The president as chief legislator will make speeches to Congress.
The elites are voted by the consent of the people by a fair competition, in part for their experience and expertise which are usually wealthy and educated. With the low turnout of people voting, popular democracy is at a disadvantage which often leads to elite democracy, creating a private sphere to benefit the elite own interest. Congressional Committees play an important role in government, as they oversee the executive branch agencies which monitor government spending and provide their expertise. The three branches of government Legislative, Executive, and Judicial branch functions is to make laws, enforce law and determine whether laws violate the Constitution. The economic inequalities that affect our nation should not be ignored as the wealthy getting richer and the poor or middle class stays stagnant, it is fair to assume that an Elite Democracy, control the majority of the wealth which illustrates an Elite Democracy is a
