Introduction
Being the country with the largest population in the world, China is becoming a famous tourist hot spot for its unique culture and scenery. However, as more and more people come to China, many people find the habit of spitting of the Chinese people extremely unpleasant. However, the Chinese are not aware of this as it is a common practice. Chinese believe that by spitting it will help them to clean their inspiratory system and not swallowing the sputum. Besides, with the serious air pollution, people can easily get irritated throat and this makes the situation worse. Spitting in public presents a serious hazard to citizens. According to the report from the World Health Organization, sputum is one of the possible means to transmit infectious disease to a healthy person, such as Tuberculosis (2016). What’s worse, spitting in public affects the image of a country (Li, X., & Wang, Y. 2011).

Due to the huge population base in China, the high cost on supervision would loads on the whole society. Probably in a short period of time, a few people might regard spitting in public as a way to flaunt their vast wealth which leads to a worse occasion.
Although a heavy fine places deterrence effect on publicly spitting, people often encounter the situation that there is no tissues with them when they want to spit. Therefore, Health Department can provide hygiene bags for people who need it.
Conclusion
Spitting cannot totally eliminate, though. It’s a progress to change citizens’ habits to reduce the public spitting and build a harmonious and civilized society. With education, people will be aware of the hazard that spitting publicly brings to them and know how to deal with sputum. Imposing fines for people spitting in public and enforcing it strictly ensure observance of laws and rules. Offering hygiene bags to civics freely assists them to get away from the dilemma between the impulse to spit and the embarrassment of no tissues
