1.0 INTRODUCTION According to Griffin, staff appraisal system contributes in helping the managers to evaluate the staff’s performance. The objective of this system is to develop a fair system to measure the staff’s attitude and responsibilities in fulfill the demand of the department. Promotion is also one of the reasons why Information System Department (ISD) needs to evaluate employee’s performance. The employee appraisal system will also help to improve the staff’s performance and boost their motivations. The purpose of performance appraisal system is to become an effective tool that will improve the performance and the productivity of the staffs as well as to fulfill the vision and mission of ISD. The departments without performance appraisal system will destroy the goals of a department and crush the staff performance. It is because there is no reason in doing something if there is no purpose or objective. So, that is why the ISD staff performance appraisal information needs to be managed properly and effectively.

It involved with the managers and employees sit together and discuss the objectives for the employees, periodically evaluate performance and reward according the output provided by the employees. Employees will usually gain feedbacks from the managers based on their performance and tasks. There are three steps involved with MBO method; set individuals objective and plan, give feedback and evaluate performance and reward according to performance.
