Standard form of contract is a pre-prepared contract which legally binding between two parties, the Employer and the Contractor. According to definition by Hayagam and Pathmavathy (2005), a successful standard form of construction contracts provide a clear and definitive understanding to the parties, professionals and site personnel of their roles and responsibilities; establish the ambit of the powers and duties of the contract administrative procedures necessary for operation of the contract.

There are four (4) major types of contract forms published by various organizations in Malaysia as listed below:
• The Institution of Engineers, Malaysia (IEM),
• Construction Industry Development Board Malaysia (CIDB),
• Public Works Department (PWD) and
• Pertubuhan Akitek Malaysia (PAM).
Presently the PAM and IEM forms represent the main Standard Forms used in the private sector; with CIDB making a recent entry. Sawtelle Suites Cyberjaya as a private sector project inevitably developed its own Standard Forms to cater for projects undertaken along the traditional general contracting route. The impetus was provided by the Malaysian Institute of Architects or Pertubuhan Arkitek Malaysia (PAM) 2006 for its primary activity, i.e. building works.
There are two types of PAM Contract 2006, one with quantities and one without quantities. The main difference can be seen in Clause 11 and Clause 12.
Clause 11: Variations
PAM with Quantities states that Quantity Surveyor and Architect are empowered to evaluate claims whereas PAM without Quantities is not mentioned.
