A state budget is an important integral part of funding programs and agencies that were created for the sole purpose of providing public services to its citizens. To continue the cycle of services being provided revenue in the form of taxes and fees must be collected to account for the cost (expenditures) providing public services. Each year in the state of Alabama, the annual fiscal year budget must be formulated and approved before the year begins, to make sure the revenue is properly allocated to cover public service expenditures. Through the use of budget request packages, Alabama agency heads will fill out and submit Executive Budget Office (EBO) forms 1, 2, 3, 5, 6 and 7 of estimated revenue needed to fund agency services that are being provided to the public (Office, 2015).
