The strength of any trade union is determined by the extent of its membership and the financial resources as its disposal. The two factors are closely related. Most trade unions solely rely on contributions from their members for their financial needs. Whenever trade union faces any problem with regard to collection of dues from its members, its financial position is adversely affected. Such problem is common in most developing countries. The very effective way of collecting dues from the members is Check-off. This is an arrangement wherein the employer deducts the union dues from the pay of the employees and hand over them to trade union. In many developed countries, it is included as a collective agreement between the employers and the trade unions. On the other hand many countries have check-off system imposed through legislative action. Thus, it becomes compulsory for the employers to implement it. This is justified in the view that the trade unions in developing countries suffer from various financial problems. The check-off system is very attractive to a union since the collection of dues can be costly and time-consuming. It prescribes the manner in which dues are paid by deductions in earnings rather than through individual checks sent directly to the union. Unions are thereby assured of the regular receipt of their dues. A dues check-off system is only lawful when voluntarily authorized by an employee.
