Student Personnel Services is an important aspect of academic, social-personal and career development of students. This is the very reason why the Commission on Higher Education, through CMO No. 9, s.2013, promulgates the Enhanced Policies and Guidelines on Student Affairs and Services. The legal basis for this CMO No. 9 is in accordance with the provisions of RA 7722 otherwise known as “Higher Education Act of 1994”., Batas Pambansa 232 and Resolution No. 321- 2013 of the Commission en banc , dated April 8, 2013. The Enhanced Policies and Guidelines on Student Affairs and Services primary objectives includes:
a. balance between rights of educational institution and student rights;
b. improve the quality of Student Affairs and Services

It is a recent innovation in the administration of higher institutions. The student personnel services have direct bearing on the smooth running of the institution. Student personnel services are those services provided by the institution to enhance effective learning process among the students. Bassey (2001) observed that hostel accommodation has not been receiving adequate attention in Nigeria, even if it is a vital component of student personnel management. For instance, Olotuah (2000), in a study on thesub-urbanhousing situation in Akure, Ondo state, Nigeria, indicated that in spite of the evident poor housing conditions in some areas of that capital city, residents did not complain because of their low expectations with respect to public social services. Bassey (2001) stated that housing being one of the basic human needs is an aspect of development economics, therefore, of topical interest to all sectors of the societies. Akpan (2000) has shown quantitatively that “a more optimal policy option in funding education is increased students’ income support (as in bursary payment) going along with improved facilities if academic performance is to be enhanced. According to Akpan (2000),the time that students are willing to put into studies depend on the level of income support, expected income gains upon employment which includes; the library, laboratory, classroom , hostel facilities, recreational and health facilities. According to the CMO #9 (2013),(Johnson (1965) student services include psychological services, school social services, health services, attendance services and guidance services which can be put into three broad categories such as Student Welfare Services, Student Development Services and Institutional Student Programs. Sufficient provision of these services allows the student to develop
