02/25/16 -The Assessment Summary has substantiated the child abuse and neglect as a FOUNDED. The mother has been charged with 40 criminal charges related to child abuse. (See Attached) 02/23/17 - Citizen Review Board, Josephine Circuit Court, Findings and Recommendations. Bethany remains placed in her long term DDS placement. The foster parent is now a single parent, but remains fully committed to Bethany as a long term resource. The court ordered plan is no longer return to parent. The court ordered a change of permanency plans to Adoption and placement for adoption no longer than 08/17/17. Investigator saw Ms. Morgan in jail at the Orleans Justice Center after she was arrested and charged with cruelty to a juvenile. Ms. Morgan admitted to doing ecstasy and xanbars while disciplining her children. She admitted to hitting her daughter in the mouth because she would not shut up and that was getting on her nerves. Dr. Shelia Thompson noted that Thianna had a forensic medical on 7/18/17 and forensic interview on7/13/2017. Dr. Thompson noted during the medical incident history Thianna makes clear disclosure of physical abuse by mom including mom recently punching her a few times in the eye because the patient was crying.
i.10The sponsor is providing the minor with a safe environment. The placement is located in an apartment complex in Woodbridge, VA. The placement appears to be safe and no visible hazards were observed. The minor is provided her own bed and shares the bedroom with other sisters. The minor did not report any concerns regarding her safety, the placement or the community.
Extent of Maltreatment: The household consist of Shaquana L. Wright 37, (maltreating caregiver/mother), Demecia Harris 4, (victim), and Annie Howard (Grandmother). Shaquana Wright, 37(maltreating caregiver), mother of Demecia does not reside in the home Annie Howard (maternal grandmother/caregiver) but frequently visits the home of to care for the child. The maltreatment addressed in this case is Substance Misuse and Environmental Hazards. The child in the home is functioning normally. Child is not exhibiting hunger issues or looking unkempt.
Once Hazel entered the program, she begin working with DHR and Secure Dwellings to develop a plan for her to get her child back. Hazel’s son is now back with her and his youngest brother, a family reunited because of the stability the program afford her. We are currently assisting Hazel and DHR with getting Hazel permanent housing and employment in Birmingham. If everything continues to progress, Hazel will be in her own place by or before the date of this board meeting.
Danielle Jackson Carlton - 5 English 11 1 March 2018 The Broken System we call Foster Care Yes foster care is an essential system used to provide loving homes to children, but unfortunately these systems have become broken and can no longer keep kids safe under their care. Everyday children are being placed in foster homes facing abuse, unloving parents, and even death. The system has only progressively gotten worse leaving behind children traumatized to a point where no amount of love or therapy can fix them.
Reporter stated the following: The child is not in DHS custody. We make medical and school decisions. I met the mom this summer at WIC. The mom and her three kids lived with us this summer. The mom then moved in with her boyfriend.
In that time she has left the abusive relationship, obtained employment, stable housing, and has engaged in parenting services and mental health services to increase parenting skills and address
As a foster parent, you help with family reunification through the following actions: role model appropriate parenting skills to the birth parents at visits, at teacher meetings, and doctor appointments, help the child manage behaviors through positive discipline, help the child process grief and loss, work with the child to meet educational and developmental milestones, give feedback to the social workers, transport the child to all doctor appointments, visits, and therapies, be actively supportive of the reunification process. Describe the actions to take if a child or young person alleges harm or abuse in line who policies and procedures of own setting. If a child alleges harm or abuse it is vital that the person that they tell are trained to deal with this effectively so that the child can be reassured that they have done the right thing and that the allegation can be acted upon. The school at which I work provides regular Safeguarding training to all staff which refers to policies such as Keeping Children Safe in Education, as well as providing practical advice to all staff in the event of a disclosure.
