The Department of Education (2016) recognizes that the success of any education system greatly relies on the competence of its teachers. It recognizes the importance of professional standards in the continuing professional development and advancement of teachers based on the principle of lifelong learning. It is committed to supporting teachers, and taking cognizance of unequivocal evidence that good teachers are vital to raising student achievement. Quality learning is contingent upon quality teaching. Hence, enhancing teacher quality becomes of utmost importance for long term and sustainable nation building. The instructor is the one who guides the students in becoming the professional they want to be in the future. Therefore, he must be an honest and accurate agent in employing the means and facilities for fulfilling the purpose of education. They form strong relationships with their students and show that they care about them as people (GreatSchools Staff, 2017). Study after study shows the single most important factor determining the quality of the education a child receives is the quality of his instructors. In which, instructors have different teaching qualities which makes them different from one another. These qualities may either be good or bad but every instructor wanted to be a good teacher, just which qualities and characteristics should one possess? That’s why instructors have standards to follow to become a good teacher. According to the Department of Education, we have a nationally validated Philippine Professional Standards for Teachers (PPST) which defines teacher quality in the Philippines last August 2016 (Gunigundo I, 2017). Teacher effectiveness is typically measured by traditional teacher qualification standards, such as experience, education, and scores on licensure examinations. RAND researchers found no evidence that these standards have a substantial effect on student achievement in Los Angeles public elementary, middle, and high schools.
