6.0 CONSEQUENCES OF THE UNETHICAL DECISION On Monday 31st of January 2011, almost 3 years after the Stadium Sultan Mizan Zainal Abidin in Gong Badak collapsed, a consultant engineer was charged at the Session Courts. Based on the charge sheet, Wan Manan Wan Ali, a 51 year old from Kuala Ibai, was allegedly to have acted like an approved examiner. He issued a document dated January 15, 2009 on the main roof truss system and its related works for the proposal to construct the main stadium known as Terengganu Sport Complex. The offence was allegedly committed between Jan 15 and March 29, 2009 at the Terengganu Public Works Department (PWD) office. Wan Manan if found guilty will be charged under Section 419 of the Penal Code carries a maximum jail term of seven years or fine, or both, upon conviction according to the Star Online Newspaper. Of course the main cause of the collapse is due to the faulty design with failure to take into account the support condition of the roof structure. Nonetheless, lack of ethical responsibility is the main cause that leads to the collapse. For instance, it is the consultant engineer who is responsible to have signed and submitted the documents to the state Public Works Department (PWD) director. It was also found that the design analysis of the stadium has failed to be conducted considering the complex structural shape and large spans made the structure very sensitive to any movement in the supporting structure.
