Child welfare is a very important topic in today's society. However, that has not always been the case. In the past, children have been viewed as property and were often taken advantage of. Many individuals that took action against this exploitation succeeded, and thus the child welfare system was created. The child welfare system has many functions, such as investigating neglect or abuse, providing protection and care, arranging safe homes, assisting with reunification or adoption, and much more (Child Welfare Information Gateway, 2013) . Unfortunately, there are still a lot of areas within the child welfare system that face challenges. One of the biggest challenges is child sex trafficking and sexual abuse. The psychological abuse, however, may play the biggest role in what leads to sex trafficking. Traffickers look for young and naïve victims so that they can be easily manipulated. These children have often receive affection through sexual acts, and traffickers use this the gain control and draw the children in. Once they have gained control, they quickly turn to violence (Tiny Hands Int'l, n.d.). Victims are put through a variety of things, like torture, rape, and drugging. Moreover, psychological abuse, along with sexual abuse, can also lead to emotional bonds to their abusers (Gluck & Mathur, 2014). This makes it very difficult for the children to realize what is going on. If a child does manage to escape, they may return due to such a positive feeling toward their attacker known as Stockholm syndrome. They take place after the trafficking has occurred. Rescue and rehabilitation are the most common forms of post-trafficking interventions (Tiny Hands Int'l, n.d.). After being rescued, victims are taken to facilities where they are cared for physically and mentally. Sadly, this method is limited due to the cost of care. Post-trafficking interventions also give us a clearer picture as to how many lives are impacted and how many traffickers go unprosecuted. Now the problem is can social workers solve the issue of children being mentally damaged and abused in foster care. Social workers do sit down and try to take a child from a dysfunctional environment and put them into (what is supposed to be a structured) environment, but does this work for every child? As of the late 90s, over 50% of children in the system are placed in the home of a relative, which has proved to have beneficial results compared to an unknown foster home (Rosenfield et al., 1997). According to Altshuler and Gleeson (1999), the child welfare system has two main goals: permanency and safety. Encompassed in these goals are the jobs and life's work of hundreds of social workers. Permanency implies a longstanding place of residence for children, whether this be through reunification or adoption by a foster family. Safety being a priority reveals the unfortunate truth that sometimes, the child’s biological family will not be the right option for the child.
Advocating for services for the youth has been a priority since the beginning of my internship. Finding services outside the Panhandle Promise Project by contacting other agencies and services to meet our clients’ needs. Working in the program also exposed me to a new type of population, the children with incarcerated parents. It also provided me with new knowledge about their specific needs and the services that could benefit help a child become a value member in society, but during this time it became evident to me that my lack of knowledge about the effects of incarceration of the parents could have in a child. The Code of Conduct and the NASW Code of Ethics influence the social work profession as well as my own personal values.
Danielle Jackson Carlton - 5 English 11 1 March 2018 The Broken System we call Foster Care Yes foster care is an essential system used to provide loving homes to children, but unfortunately these systems have become broken and can no longer keep kids safe under their care. Everyday children are being placed in foster homes facing abuse, unloving parents, and even death. The system has only progressively gotten worse leaving behind children traumatized to a point where no amount of love or therapy can fix them.
No research to date has indicated that applying harsher penalties or mandating national registries has reduced the recidivism rates among sex offenders, reduced sex trafficking against minors, nor child pornography. Despite the ongoing efforts of The Adam Walsh Act alongside other child safety acts as well, children in the United States are still perishing from sexual and physical abuse each day. According to data from the National Child Abuse and Neglect Data System (NCANDS), “49 States reported a total of 1,585 fatalities. Based on these data, a nationally estimated 1,670 children died from abuse or neglect in FFY 2015, which is 5.7 percent more than in 2011. This translates to a rate of 2.25 children per 100,000 children in the general population and an average of nearly five children dying every day from abuse or neglect”.(www.childwarefare.gov) Human Rights Watch shares that “the real risks that children face are quite different: government statistics indicate that most sexual abuse of children are committed by family members or trusted authority figures, and by someone who has not previously been convicted of a sex offense.

The structure of the title IV-E program has continued without major revision since it was created in 1961, despite major changes in child welfare practice. The result is a funding stream incompatible with current program needs. It is driven towards process rather than outcomes and limits agencies ' efforts to achieve improved results for children. Since then, there have been many major changes happened in the mainstream social policy in child welfare sector. The national and global political influences and world economic pressure forces federal and provincial governments to control the social security and welfare programs and it reflects in child welfare system too (McKeen, 2006). Politics in Canada has a serious notion on key ideologies while restructuring child welfare policies (McKeen, 2006). Ontario’s Child and Family service Act 1984, was developed on the principle of minimal family intervention with a view that children need to be protected in their own homes (Dumbrill, 2006b).
Infectious diseases such as tuberculosis, hepatitis, malaria, and pneumonia may be more prevalent among sex trafficking victims as a result of unsanitary and dangerous housing conditions, use of needles, and inadequate access to health care. In addition to the physical torture , the victims face moderate to severe psychological trauma from daily mental, emotional, and psychological abuse and torture. They experience feelings of helplessness, shame, humiliation, distrust, self-hatred, disbelief, denial, suicidal thoughts, disorientation, confusion, phobias , post-traumatic stress disorder which develops when someone encounters a scary or dangerous event ' and with that, anxiety, depression and insomnia. Many victims turn to drugs and alcohol to numb the pain and their feelings.
Human trafficking produces billions of dollars in profit every year, it is right behind drug trafficking as the most lucrative form of crime throughout the world. (DHS website). Victims of human trafficking rarely come forward due to the threats of murder, threats of killing their loved ones/friends, as well as having nowhere else to go because they have been ostracized from their own family and their “pimp” is their family. Another issue of why victims do not come forward is that they are afraid of law enforcement so they may go to jail, etc. (DHS website)
