In many cases, a person bitten by an animal may have a legal right to recover damages from the animal’s owner or another responsible party. Dog bite laws vary from state to state. In North Dakota, the victim of a dog bite must prove that the owner had opportunity to intervene and prevent the attack and in not doing so, injuries and harm were inflicted upon the victim. On 10/15/17, at approximately 11:05am, I Deputy Warden N. Christian with Franklin County Animal Care and Control (FCACC) was dispatched to 2269 Summit St on a dog being held. I arrived at the location at approximately 12:21pm, I spoke to the complainant who stated he saw the dog running loose in the general area. The complainant was scared the pit bull (tan/wht) would run into the street. I had the complainant complete a animal release form. I placed the pit bull in my vehicle.

On 11/26/17, at approximately10:47am, I Deputy Warden N. Christian with Franklin County Animal Care and Control (FCACC) was dispatched to 3269 E. 12th on on a dog at large, patrol only. I arrived on scene at approximately11:25am, I was flagged down by a unknown African American male who pointed out the location of a pit bull (black) loose behind the above stated address. I took a picture of the pit bull loose. I exited my vehicle and approached the pit bull. I was able to place a leash on the pit bull without any issues.

A dog has no voice they are just as much of a victim as the person bitten. the public needs to be informed about dogs and their ability to cause serious harm and even death things need to be done to prevent these attacks owners should be provided resources on how to deal with an aggressive or territorial dog before a tragedy happens owners need to be educated on signs of aggression and what to do if their acts out in a aggressive manner.
