62. A national crime prevention strategy should be implemented in compliance with UN guidelines for crime prevention. The authorities have to play in leadership role at all levels of the strategy. Moreover, it should be included by governmental agencies concerned and civil society organizations. We must cooperate with local governments in the implementation of crime prevention strategy because they know very well about needs and wants of the people in their areas. In case of creation of safe and secure communities, the only government will not be able to carry out. Hence, it is needed to create the opportunities for local civil society organizations to join. Within the first 6 months of the year 2015, 20 looting cases, 80 homicide cases and 7 burglary cases occurred in Yangon. In the same period of 2014, 18 looting cases, 94 homicide cases, 2 dacoity cases and 10 burglary cases occurred. The number of larceny and lootings is improving year by year because of poverty and lack of job opportunities. Furthermore, the involvement of offenders in the list of presidential pardon is a part of the factors to increase crimes. It is found that teenagers between 13 and 16 are involving in the commission of serious crimes such as rape and homicide. Consequently, the parents should send their children to Buddha schools and they should cooperate with the police or responsible persons if they found suspicious manner of their children. If the community will not accept them warmly, then they will become dangerous to their environment. As a result, the community should cooperate with responsible persons and supervise the ex-offenders released after serving penalty. Moreover, it is likely to address the problem that is highly densed population in prisons. However, public participation in community correction system cannot be done by lone agency or person or department. The bad guys committed the crimes in the areas where there is no light, no people and no transparent barriers. According to psychology, they assume that no one can see them and committed the crimes. Consequently, such places should be reformed to prevent against crimes. Clearance of bushes and the others disturbing the view, set up the lamp post, creation of environment that is able to see house to house, installation of lights in room or apartments, stairwell and installation of CCTV should be performed. By installation of CCTVs in main places, it cannot only prevent the crimes considerably but also trace the offenders very quickly. Nowadays, quick appreciation of the offenders in main cities is due to the ability of CCTVs. Generally speaking, the people in Singapore abide by the law because of the installation of CCTVs everywhere. Psychologically, the offender feels that he is under eyes, so he controls his bad will. Consequently, it is found that CCTVs should be installed in main cities inclusive of Yangon. Awareness campaigns are required to persuade the people to use CCTVs. The relevant agencies and departments should assist the people to get with affordable price. For that reason, it is found that relevant departments, civil society organizations, townselders, businesspersons and industrialist need to cooperate and coordinate to help the people by means of public private partnership
According to the text, many communities are in need of the potential benefits of the model are themselves characterized by crime, disorder, and mistrust of the police, making it very hard to successfully implement community. As for NSP, violence is power and reputation to gain over with other street gangs. According to Grant, “the growing trend within the communities to participate in the fight against crime and disorder has paralleled a growing recognition by the police that traditional crime-fighting tactics alone have a limited impact on controlling crime. Also, Community policing is the synthesis of these two movements” (Grant, pg. 297, 2008).

First of all, in order to understand more about community policing, one must recognize the true definition of such law enforcement strategy. Community policing is considered an organizational strategy in which the community and law enforcement are expected to work closely together in order to solve problems that affect everyone equally; such problems are fear of crime, physical and social disorder, and neighborhood decay. Juvenile delinquency is a growing social problem in the world today, as worldwide, about 200,000 murders occur among youth 10–29 years of age each year (more than 500 deaths a day), which is 43% of the total number of murders globally each year (WHO, 2016). It is defined as major or minor law breaking (e.g. murder, rape, robbery, and theft) by youth (Berger, 2000) and the United Nations defines ‘youth’, as those persons between the ages of 15 and 24 years. Consequently, juvenile delinquency is a critical problem in the society, which could lead to social instability by violence and insecurity perpetrated by and against young people. These problems are caused by various influential factors ranging from peer and parental influences, environmental, and strain. It also affected by family process variables (e.g. parent-child involvement, communication, parental monitoring), indeed parenting is one of the important factors among them.

Every day on the news there are all kinds of reports. Crime reports are a major part of today's events. Almost every day there are posts about crimes. The level of crime has risen immensely in every corner of the world. People have tried to understand the causes of crime, but if we look around the world we can see that many of the crimes are caused by people who abuse drugs and alcohol, people who think negatively towards others, and poverty.
