1. County Councils
County councils covers the whole of the county and provide the majority of public services in their particular area.
County councils are responsible for,
Education, highways ,transport planning, passenger transport, social care, libraries, waste disposal and strategic planning.
2. District councils
District council is divided into several districts. Districts councils cover a much smaller area and provide more local services.
District councils are responsible for,
Housing, leisure and recreation, environmental health, waste collection, planning applications and local taxation collections.

1. County government
The county is a sub division of the state. county government are organized local governments,.48 out of 50 states are divided into counties. In areas lacking a municipal or township government , the county government is generally responsible for providing all services. New York is so large city that it is divided into five separates counties.
Functions of county government
Law enforcement, road building and maintenance , health services, public works and variety of other public services. (aniza 2012)
2. City government
The cities were greatly in size from huge to relatively modest towns or small cities. There are huge cities like Newyork and Chicago.
Three modern forms of city municipal governments are used in United States which are,
A. Mayor council government.
B. Council manager government.
C. Commission government.

The sovereignty in United states was distributed among all units in accordance with constitution and can not be withdrawn till an amendment is inducted in the constitution.

I. Single tier organizations are usually called unitary authorities and govern an urban area.
II. Two tier authorities are divided between a county and districts within the county, with the districts having some responsibilities
And the county having others this is the typical in rural counties.

1. Britain is a unitary states, with sovereignty residing in one place parliament.
2. Any power which are passed down to regional or local bodies in Britain are only delegated they may be overruled or withdrawn
