Introduction Development means a lot to the majority of people around the world. According to United Nations Development Programme (2010) “human development is about expanding the choices available to people in order to live valuable lives”. This statement truly reflects the foundation and fundamental aspects of people-centred development. It is the people that should be at the core of human development, both as drivers and as recipients regardless whether in groups or as individuals (UNDP, 2010/2011). Development is defined by Sulemana (2010) as the capacity of a state to increase its human resource with the aim of achieving higher outcome of production for the satisfaction of the basic needs of majority of its citizens and empowering them to make demands on the government. It is about meeting basic human entitlements, not just about needs that can be met through commodities and services. The objective of development is to create an enabling environment for people to enjoy long, healthy, and productive lives. People are both the means and the end of development. Development should embrace the widening of all human choices- whether economic, social, cultural or political.
