Every year, a large number of journalists are killed or wounded in armed conflicts. This year alone, seventeen journalists were killed on a battlefield or in a military context before the end of October, i.e. in Syria. 1 In times of armed conflict, whether it is international or non-international, the media’s surveillance role and their importance in informing the population are enhanced. This is mainly due to the fact that during war, a functioning civil society that critically monitors the behavior of the government and military is often absent. 4 Finland will continue sending the supports for the protection of journalists. By joining this conference, Finland would like to present some resolutions regarding the protection of journalists in conflicted areas: 1. Raising awareness and education campaign led collectively by major journalist NGOs, news outlets, scholars and practitioners to educate governments, militaries and society about the role of the media, its benefits and how journalists ought to be protected in armed conflicts. Then, journalists who are about to be deployed to armed conflicts should be educated in relation to their responsibilities, forbidden actions and protections afforded by IHL. They should receive frequent training in respect to the dangers and threats and be provided with a code of conduct, such as the RSF’s handbook. This bilateral approach will ensure greater understanding and respect from all parties involved. 2. Strengthening the national law rather than trying to modify the international criminal

In some World Wars they threaten national survivals and therefore reports and photographs are released and published were they intended to create a sense of morale or to just keep the war effort going. For example, “One answer lies in the contemporary acclaim for photography as a truth-telling art”(Marwil,Jonathan). They say that because some photos of the war tells the truth as to what happen and some photos don’t and with photography you will always know the truth. Some reports and photos that are published from these photojournalists need to carry a certain amount of truth to inform the public in different places so people will know the truth instead of the lies. Some argue that reality is a like a videogame, but in this case it is not and people need to know about the war.

To relies a credible implementation, it is necessary that Paragraphs 138 and 139 of the Outcome which goes to the real issue of operationalizing the responsibility to protect (widely referred to as “R2P” in English) is sincerely adhered to by all. Damage Controlmen have been stripped of there welding Certifications. Baring the men and woman of the Damage controlmen rate from using their welding abilities on ships and small boats is not only a disservice to the Coast Guard but also its members. Since Damage Controlmen are not allowed to weld on vessels they are not able to preform their job in a satisfactory manner, this practice it is not cost efficient and it is resulting in more casualties. Damage Controlmen (DC’s) have been stripped of their welding Certifications they acquired from the Coast Guard because of a few preventable mishaps, due to the lack of following procedures that were already in place and working. If one has a pulse, one also has a bias; therefore, many people involved in the media bear their own biases, and it leads to subjective news. Frederick Allen, in his article "Balancing Act," clarifies how the bias in the media remains the same as it has always been and doesn’t show any indications of changing.
