Discussion: What are the different funding mechanisms for community health organizations? How does public policy influence funding of organizations and programs?
Funding for community health organizations comes from multiple sources. The primary distinction is whether it is a government run community health organization or a nonprofit community health organizations. Governmental organizations are mainly funded by taxes and state money. Nonprofits are mainly funded by government grants, fees, and local funds, foundation funds, corporate sponsorship, and service organizations (Chrismon, 2015). The importance of events, relationships, planned giving, and grants are essential to the survival of the organization and its success (Chrismon, 2015).

These relationships may be useful in supplying resources, donations, and sponsorships vital to the success of an organization (Chrismon, 2015). Managing these relationships may be vital in maintaining steady support. This may be achieved through recognizing and honoring large donations or regular donors (Chrismon, 2015). Useful materials for maintaining relationships are envelopes, brochures, thank you cards, and low costing handouts (Chrismon, 2015). Policies have been put in place to protect donors from fraudulent practices. Unfortunately, restrictions of the nonprofit sector, create limits to the growth and ability to allocate received funds (Talk, 2015). Nonprofit organizations are influenced by the stifling reputation of a “true nonprofit organization” and its purpose (Talk, 2015). The nonprofit label, creates a misconception that nonprofit workers should not make a comparable wage, to similar commercial for profit positions (Talk, 2015). The result is individuals must make the decision to sacrifice wages, or take expertise to a profitable position (Talk, 2015). A brief overview of the Future of Donor Choice at the United Way would be that the United Way is one of the largest, oldest charitable health and human services organization in the United States. (Oster272) This organization is in Southern Connecticut and is one of 2,200 local United Way located in communities throughout the United States. In the 2017 Fundraising Effectiveness Survey Report, it was found that donor retention among nonprofits is decreasing (Levis, Miller, & Williams, 2017). This report collects data submitted by 10,829 small to medium-sized nonprofits to reflect fundraising results from 2015 to 2016. Levis, Miller, Williams et al. (2017) wrote this report to allow "participating groups to measure and compare their fundraising gain and loss ratios to those of similar organizations submitted by 10,829 nonprofits in the United States" (p.4). Additionally, "gains in the number of new and recaptured donors were offset by losses in the number of lapsed new and lapsed repeat donors" (Levis et al., 2017, p.11).

The Council of Accreditation is mentioned in this chapter because it standards are rooted in the values of the social work profession (Furman & Gibelman, 2013). Accreditation has several purposes; however, it forces an organization to continue to review their program (Furman & Gibelman, 2013). Once an organization is accredited, it must continue to prove to the community that is meets standards of operations (Furman & Gibelman, 2013). The chapter goes on to discuss Standards for Charitable Solicitations, which is the group responsible for setting standards for charitable nonprofit organizations (Furman & Gibelman, 2013). The IRS is also important to nonprofit organizations, as they authorize tax-exemptions for organizations (Furman & Gibelman, 2013).
With regard to monetary resources, nonprofit organizations are income tax exempt, according to the Internal Revenue Service (IRS); yet the level at which charitable giving is tax deductible varies according the IRS categories of nonprofit organizations (Worth, 2017). Ultimately, this privilege should cause nonprofit organizations, regardless of where how they operate with the spectrum of the two models, to effectively expend resources. Specifically, the volunteer spirit model encourages volunteerism centered on a democratic philosophy of sharing the burden of the cause, and this create a more effective foundation for using charitable donations directly for the cause or service (Brainard & Siplon, 2004). The reason I chose these methods is because most people want all the information that can be gathered before committing themselves to making a donation. In this manner, the historical and future information would be provided in writing as well as giving the prospective constituents a manner of being able to socialize with other donors and people who have use of the facilities. I wasn’t able to find anything stating exactly what type of strategies are being used to maintain their current funders or to entice new constituents to give to their organization. What if it were discovered that the American Red Cross behaved unethically, such as consistently responding only to rich, white neighborhoods first in times of natural disasters? Or that they only provide blood to affluent people or those that have made donations to the American Red Cross? Or that they mishandle the notification of death or injury to loved ones serving overseas or handle it unprofessionally? These scenarios are unethical and would tarnish the company’s reputation. The public’s trust in the foundation would be shaken, probably irreversibly.

Despite being more accessible and flexible to patients, for-profit healthcare organizations are more costly than nonprofit healthcare organizations. Nonprofit healthcare organizations offer patients a better overall experience, but they must demonstrate a community benefit to remain exempt from federal, state, and county taxes. The earnings of nonprofit organizations are reinvested in their services to enhance the quality of care. These organizations are not subject to taxation, so the salaries provided to medical professionals are higher than those in for-profit organizations. Patients can choose the healthcare organization that best suits their needs.
The organizations would use most of the money to go to their own funding and other projects, and those dollars that did go to the correct cause were slow to arrive. “…despite the pledges, donor dollars have been slow to actually materialize…and many donor countries have yet to give anything at all.” So if the money isn’t going to the promised cause, then where is it going?
The first major source for funding is the state of Louisiana. The second source of funding is the Title IV E grant which is Federal funding. This grant came about as a result of the Social Security Act as an amendment and implementation under the Code of Federal Regulations. Spending is reviewed by the Children’s Bureau. Medicaid is another major source of funding for medical needs.
Although most of my involvement has centered around politics, where I have been an active volunteer in the current election cycle, my service also extends to the homeless community in the Quad Cities. After recognizing the extent of homelessness in Davenport, my friend decided to start a nonprofit 5K to benefit a local shelter and I immediately joined in the venture. By working with the shelter rather than independently, we were able to avoid the faults set forth in To Hell With Good Intentions. Our good intentions have donated over $10,000 to King’s Harvest Ministries, who uses funds in a way that raises the standard of living for the local homeless
Non-profit sector is very different from both the public and private sectors. It is a tax-exempt organization or social sector which is mainly formed for the purpose of education, religious, art, animal right or charitable (Hatten, 1997). Popular examples for the non-profit organization are World Wildlife Fund, Do Something, United Nations Children’s Fund (UNICEF), Green Peace and Malaysia Red Crescent Society. The ownership of the non-profit organizations does not belong to anyone, even the founder of organization, which is very different from other form of business.
