The term “Disability” is often taken as an offensive and hurtful one. Therefore, the concept of “Differently-Abled” came into existence. The use of the term differently-abled focuses on the abilities of such people rather than on their impairments. As per the Oxford Dictionary, the term differently abled was first proposed in 1980s as an alternative to disability as it avoids discrimination and gives a more positive outlook of such people. The traditional outlook of disability is that, it is a consequence of an impairment that may be emotional, physical, mental, sensory and so on, either from birth or due to some other reasons. It is a debateable matter all whether people with some impairment should be called “disabled” or “differently abled”.
Around 15% of the world’s population live with disability. The latest census report (2013) tells us that in India alone there are 26.8 million people who are differently abled. These people face lots of challenges. In today’s world it is very difficult even for an abled man to compete. Think about the people who are differently abled. Just normal everyday activities are so difficult for them. A person who is blind needs a braille script to understand things. Someone who cannot speak communicates through American Sign Language (ASL). Someone who is deaf needs to be told things through ASL. They frequently experience discrimination on grounds of employment, education, health care and transportation. Further such person is also discriminated on the grounds of race, caste, birth place, age, sex etc. As per a report submitted by UNESCO 90% of the children with disabilities do not attend schools.ii Given such circumstances they are more likely to end up in poverty.
