Assurance in equal justice remains as an overwhelming political principle of American culture. Yet withstanding unbelief exists among numerous racial and ethnic minorities. Their doubt comes as no surprise, given a past filled with differential treatment in the arrangement of criminal equity, an issue particularly clear in police misconduct. Researchers have investigated police responses to racial and ethnic minorities for quite some time, offering sufficient confirmation of minority burden on account of police. These examinations raise doubt about different police techniques of coercive control, maybe none more so than police brutality. Its use exemplifies the pressures between police and minorities that exist in America today.
This debate topic speaks about police being less proactive, because of vitriol, and causing an increase in crime rates. This debate topic is not directly related to the book, Ghettoside, but falls into the same bracket. The debate talks about the police becoming less involved because of denunciation, and rates of crimes increasing because of that. Ghettoside talks about the black-on-black homicide rates going up, one reason, because of the ignorance of the police. So, both the debate and the book have crime rates going up because of the lack of interference of the police department. Many people claim that racism no longer exists; however, the minorities’ struggle with injustice is ubiquitous. In the “Anything Can Happen With Police Around”: Urban Youth Evaluate Strategies of Surveillance in Public Places,” Michelle Fine and his comrades were inspired to conduct a survey over one of the major social issues - how authority figures use a person’s racial identity as a key factor in determining how to enforce laws and how the surveillance is problematic in public space. In the beginning of the article, she used the existed survey reports to support and justify their purpose to perform this survey. The survey analyzed urban youth interactions with authority figures, comprising police, educators, social workers and security guards.
The performance of a police officer is always under a microscope especially when it comes to dealing with people from another race. There is also the idea that police officers use racial profiling to conduct and solve many of the crimes that are happening in their neighborhood. The racial profiling aspect is very sensitive and it can be difficult to determine if in reality it is happening because this is coming from someone else 's perception.
There are numerous issues that deal with the American criminal justice system, but the two I found most prominant that occur on a daily basis is the abuse from police officers and clear racism shown by the American criminal justice system. To begin, racism as we know is a prejudice directed against someone of a different race based on the belief that one’s own race is superior. In the book “The War on Cops: How the New Attack on Law and Order Makes Everyone Less Safe,” published in the year of 2016, author Heather Mac Donald provides credible evidence to expand on her viewpoint of our country’s current criminal crisis. In addition to “The War on Cops, Mac Donald has written two other books. Her works “Are Cops Racist?” of 2003 and “The Burden of Bad Ideas: How Modern Intellectuals Misshape Our Society” of 2000 contain ideas similar to those expressed in “The War on Cops.” The powerful stance Mac Donald takes on certain themes expressed throughout “The War on Cops” direct the reader’s understanding towards the flaws of America’s governmental systems, revealing the backstory and complexity of racism and criminal justice behind our “war on cops.”
In recent years racial profile has been the buzz word. So what is racial profiling? Racial profiling is using the race of an individual or ethnicity by law enforcement as factor in the decision whether to engage in the enforcement of the law. The allegations are cops are targeting minorities, seemingly people of Africa decent more than any other race. I have been accused of racism many times in the past with little to no provocation. It usually comes at the beginning of a traffic stop when I walk to the car. I hear the person say “you only stopped me because I’m black”. I have explained to numerous people I didn’t know who or what color they were until I walked up to the car. Contrary to the belief cops know who’s in the car before we pull it over, we don’t. The social outcry that the police, the front-line representatives of government are targeting the minorities is false. There’s no credible evidence that racial profiling exists today, yet the crusade to abolish it threatens a decade’s worth of crime-fighting success.
The severity of racial profiling is very concerning. As proven by numerous texts studied for this Expository Writing class, it is evident that the Black respondents of Otis Johnson’s poll, analyzing citizens’ relationships with the police, are not the only Black people that: “expressed far less confidence than whites in local police to treat both races equally” (Johnson). In White Privilege: Unpacking the Invisible Knapsack, Peggy McIntosh describes various privileges which sound ordinary, though surprisingly only White people have. Among them, is one that affects all people on a daily basis: “If a traffic cop pulls me over or if the IRS audits my tax return, I can be sure I haven’t been singled out because of my race” (McIntosh). According to the U.S. Bureau of Justice Statistics, departments that serve less than 2,500 people are 84.4% white and departments that serve millions are 53.4% white (as cited in Fifield, 2016). Notably, Over the years, a lack of diversity within law enforcement has become a pertinent issue. Notably, the underrepresentation of minorities within law enforcement influences the relationship between communities and law enforcement by engendering distrust with law enforcement. To say nothing of, underrepresentation of minorities have had many people question whether departments mirror a diverse community. Nevertheless, with that being said, underrepresentation of minorities have generated tension and distrust between communities and law enforcement and many believe that police department need to mirror the race composition within their cities. Although some people may challenge that diversifying police officers will not make a difference in the relationship with communities, police departments mirroring the diversity of communities may mend tension.
Black Americans are more than twice as likely as white Americans to be unarmed when they are shot and killed by police officers, according to a study published in the Journal of Criminology and Public Policy. In addition, the study finds that racial bias is a contributing factor (Schumaker). How does racial bias influence police brutality? Defined, “Police brutality is the use of excessive physical or verbal assault during police procedures, such as apprehending or interrogating a suspect. Deadly force is not always excessive force. However, when deadly force exceeds the force that is necessary to create a safe environment, it is considered police brutality.” The United States has an abhorrent history embracing racial relations. Police brutality has historically been perpetrated against individuals in lower socioeconomic levels and the social marginalized. It has been permitted against citizens who have participated in strikes during the late 1800’s and early 1900’s by spraying them down with hoses and attacking them with police dogs. This behavior has been motivated by racial stereotypes. Many police officers believe blacks are more violent than other races, and this image has been reflected in media quite often. These stereotypes are rooted in the sordid history of enslavement, genocide, and segregation. Although, stereotypes are not entirely the problem that encourages police brutality. MacDonald makes a lot of good points about how the politicization of criminal justice can hurt the entire field. I do not agree that racial profiling does not exist, but I do agree that political witch hunts and fishing expeditions are likely to punish good officers and limit their ability to do their jobs, while failing to ensure that minorities are treated equally. An unfortunate but valid point that she offers is that the disproportionate amount of minorities involved in incarceration does not indicate racial profiling, but just that more minorities are committing crimes (Macdonald, 2001). Hundreds of anecdotal testimonials allege that law enforcement officials at all levels of government are infringing upon the constitutional rights and civil liberties of racial and ethnic minorities through a practice called “racial profiling” (Ward, 2002). Theoretical assumptions about diversity and contact theory inform the view that a more ethnically diverse criminal justice system will reveal a broader range of voices that can shape and influence policy and attitudinal changes for the better. The focal point of this essay is on the law enforcement branch of the criminal justice system. It makes the argument that diversity in the police force can help reduce levels of racial and ethnic bias as well as disproportionality to the extent that diversity is able to change or influence the occupational and institutional structures that create these disproportionalities. The topic for this research proposal project is on community policing, and the factors that are involved in determining if relationships between law enforcement and citizens in these neighborhoods are strained. In order to be successful, community policing must be built on trust, as both civilians and law enforcement must work hand in hand to protect their communities. If there is a lack of trust, then these programs becomes broken, and can therefore lead to other violence and criminal acts.
