Many of the system’s beds are being filled by people who violate the conditions of their release, thus taking away bed space for people who truly need to be in prison. Alternative and traditional treatment plans are available and could be a starting point. Personal counseling could be another option, see what is causing this behavior and how it can be addressed and ultimately stopped.
