In 2008 the Government Accountability Office released a report that was harshly critical of the Department of Defense. It read that programs for new ships and aircrafts were way over budget and a few years behind schedule. One of these programs were the Navy’s $5.2 billion Littoral Combat Ship that went 100% over budget. Another controversy dealt with the U.S. Military taking control of a famous prison called Abu Ghraib under the reign of Saddam Hussein in 2003. Pictures were taken of these wrong doings and they surfaced in late April of 2004. These allegations were investigated by the US Army Criminal Investigation Command in 2003 (AllGov - Departments, 2015). These are just a few of the many controversies of the Department of

Democrats repeatedly encounter trouble with voicing consensus in a debate that centers more and more on the means of the established foreign policy rather than on its ends. In spite of common support for multilateralism and America’s role as a Global Good Samaritan, Democrats have teetered between the assertions of the “dove” and “hawk” wings of their party since the Vietnam War. As a result, the splintered facets of the Democratic Party have perpetuated the perception that Democratic political leaders are not relevant in the foreign policy arena. Furthermore, Democratic public servants (particularly Democratic Presidents) consistently present notions of America’s global leadership that demonstrates the divide among the party elite and the

Congress gave many responsibilities for this department to handle, like the water system of the United States capital, handle the expansion into the west, take care of the hospitals, universities, handle the affairs with the Native Americans living in the United States, as well protect public lands. Some examples are the Interior's Mexican Boundary Commission, which created the international borders with Mexico. This was to help both nations on where their nation ends and so both of their military and police forces know where to stop at and not cross the border.

Federal bureaucracies are a large role in our government by managing thousands of federal programs. These bureaucracies hold a lot of power but still have to be held accountable. The President, Congress, the judicial system, and the federal bureaucracy itself hold federal agencies accountable. The President has the power to hold federal bureaucracies accountable through executive orders but does not personally have the knowledge or time to oversee bureaucracies on a day-to-day basis (Patterson, 2013).

Neither one of the circumstances was ethical at any point and had been publicized by the media for its explicit type of interrogation methods as well as sadistic behavior. In particular, Phil Zimbardo has argued that the study shows that strong situational forces can override individual differences in personality and moral values. In Abu Ghraib, soldiers were inserted into the role of prison guards and began to sadistically torment prisoners there and at other detention sites in Afghanistan and Iraq. Many of the specific acts of humiliation were similar to those that transpired in the Stanford Prison Experiment, according to Zimbardo. This theory has been challenged by allegations by Seymour Hersh, in the New Yorker, that these soldiers were in fact acting under direct orders of their superiors as part of a top secret Pentagon intelligence gathering program authorized by Secretary of Defense, Donald Rumsfeld.

In the article I chose for this essay, “The Illusions of Truth Seeking”, Michael Welch discusses and analyzes the perils of the use of torture for interrogation during the American war on terror. Billy Mitchell began to see the tremendous advantage of strategic bombing of enemy targets as a new and innovative way to fight a war. Between 1914 and 1917 Billy Mitchell provided the war department with very detailed reports on how the Air Corps would revolutionize warfare, these reports went ignored by Washington and were in most case regarded as unnecessary (Schwarzer).
