Poverty is a wise spread evil in the world, particularly in Asia and Africa countries. It is greatest challenge to the mankind. A strange paradox exists in Indian society one the one hand there are millions of people who are not able to get minimum basic needs of life. Poverty is a situation in which a section of the people in a country is unable to get the minimum basic needs. Dadabhai Naoroji was the first person to discuss the concept of poverty line even before independence. After independence there have been several efforts to develop a mechanism to identify the number of poor in the country. In 1962 the planning commission formed a study group. In 1979, another body called the Task Force on projections of Minimum Needs and Effective Consumption Demand was formed. In 1989, an Export Group was also constituted to identify the poor.
