1.1 Introduction What follows is a detailed discussion on the theoretical framework for Public Administration an academic discipline. Furthermore, I am going to discuss and explain how this theoretical framework can be applied to modern practices in the public sector. It is also an academic discipline that prepares individuals for this work. Public administration includes various definitions. Definitions for this academic discipline may include the management of public programmes. In addition, it may also include the study of governments who are authorised to make decisions. The concept of analysing the policies themselves also falls within the definitional scope of public administration. In terms of this, the various inputs that have produced the policies, and the inputs necessary to produce alternative policies are considered. Pfiffner defines public administration as all the operations that serve the purpose of fulfilling or enforcing public policy according to Paul (2011:7). Gladden defines Public administration as the administration of the government. Luther Gullick includes in his definition that Public Administration is that part of the science of administration which has to do with government. Thus, it can be argued that it concerns itself primarily with the executive branch where the work of the government is done, according to Paul (2011:7). Waldo argues that Public Administration is the art and science of management. It is concerned with the affairs of state. Public Administration lends itself to two usages. It can be stated that it is an activity and it also refers to the discipline of intellectual inquiry and study (Paul, 2011:7). Maintaining law and order in societies is an essential part of the implementation of public administration. It is therefore safe to say that it is an activity that public administration strives to achieve. Public administration is also understood as disciplines like Economics, Sociology, History and so forth. The above-mentioned definitions by the various authors/writers make it clear that the term public administration can be understood in two senses, both widely and narrowly.
