Transport problem that currently experienced by the city of Rathnapura, due to the increment of the traffic congestion from the large number of vehicles. The development of urban area creates complex problems in daily life with traffic. Heavy traffic congestion occurs during school-opening hours especially between 7.30a.m - 8.30a.m followed by office traffic between 7.00a.m and 9.00a.m. In the closing times of school and office are the same sort of traffic congestion is occurred; time between 1.30p.m-2.30p.m and 5.00p.m- 7.00p.m for the office-closing hours. The time and direction split are useful to identify the nature of the traffic flow. Furthermore, this study is to analyze the traffic congestion considering the vehicle count with the vehicle densities for certain time intervals and some parameters associated with the traffic congestion such as traffic volume count, average speed count, free space length count will be taken. Basically, this study is to examine the existing operating condition of a roadway section, the possibility to place HOV lane and to proposed suitable alternative road segment for solve traffic congestion in peak hours.

The goal of this research is to minimize traffic Congestion in peak hours to ensure a satisfactory access to Rathnapura town area.
The main aim of this study was to find the solutions for the traffic congestion of the Colombo- Rathnapura road in the city area. It is highly using the main road in the Rathnapura town because all vehicles from Colombo to Badulla, Monaragala, Embilipitiya, Kalawana are mainly passing through the Rathnapura town.
