Throughout the 1970s, there was a huge international debate about transfer of technology. The paradigm used in that debate included technology licensing from a transnational firm to a host-nation subsidiary or licensee producing for the home market. The issues were that the costs of the technology (many of which were vailed through transfer prices or management fees) were too high, that host country use of the technology was often obstructed by restrictive clauses, and that the licensees often could not manage to get the best technology. The solution was to form national technology transfer offices to review inbound technology transfers, to restrict a number of clauses usually included in these licenses, and to try to put a cap on the cost
