74th constitutional amendment
The Narasimha Rao government introduced a constitutional amendment bill pertaining to urban local bodies in the Loksabha on September 16, 1991 with a few modification it was essentially based on the 65th amendment bill brought by the then prime minister Rajiv Gandhi and which was defeated in the Rajya Sabha in October 1989. The bill was passed by both the houses in December 1992. It received the assent of the president on April 20, 1993 and was published in the gazette on the same day13.

Functions
The functions of municipal corporations are as follows;
1. It is responsible for sanitary conditions in the city. Public roads are properly swept, cleaned, watered, and proper drainage system.
2. It makes arrangements for establishment and maintenance of dispensaries and maintenance of hospitals. It also provides vaccination for epidermic diseases.
3. It is another function is to make arrangements for pure drinking water.
4. It provides electricity to the people of the city.
5. It makes arrangements for providing education to the people. It opens libraries and reading rooms.
6. It constructs bridges, roads and gets repaired if necessary.
7. It provides license for taxies.
8. It gives license and other facilities for market and trade.
9. It approves plans of buildings and houses proposed to be in built in its area, makes arrangements for fire stations. It keeps the records of birth and death. It gives notice and demolish old buildings for safety.
