1. Domestic Water Supply
Provision of drinking water and sanitation has been a government priority throughout Sri Lanka’s post-independence period. Targets have been set periodically with regard to population access to safe drinking water. With declaration of the International Drinking Water Supply and Sanitation Decade, increased donor assistance was provided to meet these targets. However, it became evident that external assistance alone would not be sufficient to meet the increasing demand which resulted from population growth and economic development.

Industrial Water Supply
As with domestic water supply systems, industry requires water for such things as manufacturing, washing and for supply and sanitation for the work force .Finding adequate water supply for industry is becoming a serious problem because industrial water needs have typically not been included in water resource development plans. Industrial water requirements should be taken into account in water resource planning and in selecting the location of industrial development zones.
It is expected that industrial development will continue to take place throughout many parts of the county, provided that the necessary water supplies as well as other inputs available. An orderly process for relocating water from irrigation to industry and promotion of water reuse and other forms of conservation will be require in order to promote industrial development and to achieve its employment and income

Entitlements The right to use water will be granted trough water entitlements. Small scale users and individual water users supplied through group schemes will be exempt from the requirement to hold an entitlement. Entitlements will be granted for a fixed period of time, based on the specific water use. Water users’ compliance with the terms of their entitlements will be monitored and enforced.
Environmental and Social Water Requirements Environmental, social and cultural water uses will be protected by reserving minimum flows and storage volumes. This reservation of water will be made before water entitlements are issued.
Water Allocation Priorities Water will be reserved to protect small scale users, other social and cultural purposes and environmental values. Water entitlements will be issued to existing water users and to the extent that further water is available to new applicants. During period of drought the first priority for water allocation will be domestic use. Other water users will share the available supply in proportion to their normal

Destroying pristine mountains, rugged landscape and upsetting the eco systems is collateral damage. The indigenous people lose their way of life. The animals lose their habitat.

I believe that the people that are near the Colorado River should have the right to get water before the farmers. A reason on why I think that the people should get the water before the farmers is because farming takes a lot of water. Farming takes tons of water in order for the plants to grow properly and with the amount of water you would use to water all of the plants, the people could have had lots of extra water. In conclusion, I believe that the people should be able to use the water because farming takes too much water.
Many different types of people could possibly object this solution depending on their views. But mainly only farmers would object to these water cuts. Arguments that might say to oppose my stance is that these water cuts would not allow farmers to adequately grow their crops and might even lose money and crops if they cut back on water. Farmers use tons of extra gallons of water on crops than is actually even needed. In California farmers take almost 70% of all water taken from the colorado river which happens to supply fresh water to all the states in the mid west.

But, because of all the corporate greed, corporations are ruining our natural resource of water by creating it into a commodity and selling it. The right to water is a social, political and economic issue that needs to be addressed and regulated through effective policies. First Nations’ right to water has been recognized as a significant policy issue in Canada. Canada has failed to effectively address the issue as its policies tend to disregard Aboriginal peoples’ right to safe drinking water. First Nations across Canada have identified the constraint of water and water governance in their communities. Despite living in a developed country, First Nations’ communities do not have access to same clean water as the rest of the Canadian population.
“As the population rises, the world 's water usage will rise. Many areas of the world already suffer from a lack of fresh water,” (Population Control 3). If the world runs out of freshwater, humanity will plunge into chaos. Humanity needs water to survive, and that is a fact.
