Water Resource Demand Management Policy
In the past people have assumed that water was free and was always available in needed however we have now reached the stage at which demand for water is generally difficult to meet in some regions, while in other regions meeting demand in some seasons or particular time is difficult. This problem will be more acute with the increase in population together with urbanisation and industrialization.
Objectives
The objective of this policy is to promote the efficient use of water resources and to maximize the value of the resource to the society. The policy will also make additional water available for other priorities, reduce the cost of providing water services, and recover a portion of basin-level water management cost. Governor Brown states that this drought needs extraordinary actions, as it has shown in the Sierra Nevada Mountains which has lost snow and are now covered with dry and brown grass.
