INTRODUCTION
1.0 Research Background

Water supply in Malaysia
Malaysia is rich in water resources. There are many rivers system found in Peninsular Malaysia and also in Sabah and Sarawak. Rivers in Malaysia have played a major role in shaping and influencing the development of the nation and cultures of its people (Mohamad, Jamilah, Mustafa, Firuza-Begham and Wan-sobri, 2008). Malaysia receives an average rainfall of 3000 mm per annum and this is translated into 566 billion cubic metres of surface water flowing in more than 150 river systems (Chan, 2004). Water is the important raw material in all sectors of development. Before the establishment of Suruhanjaya Perkhidmatan Air Negara (SPAN), there are 5 organisations are responsible in providing water supply and sewerage services to the users. The organisations are Jabatan Kerja Raya (JKR), Jabatan Bekalan Air (JBA), Water Company (Cooperate) and Water Company (Private). In year 2005, Malaysia Parliament has passed amendments to the Ninth Schedule of Federal Constitution, the water supply and service is move from State List to Concurrent List (except Sabah and Sarawak). Federal Government are responsible for regulate the water sector by licensing and regulate water services operators and state government have their authority on water resources, watersheds and river basins.

There are 3 organizations in Malaysia actively involved in the restructuring of water sector which are Ministry of Energy, Green Technology and Water (MEGTW), Suruhanjaya Perkhidmatan Air Negara (SPAN) or National Water Services Commission and Water Asset Management Company (WAMCO). MEGTW formulates and implement national water policy as the first step to reform the water industry. Restructuration of water industry is to increase the efficiency of the water services management, lower the production and consumption cost and consider the benefits of all stakeholders like customers, federal government and state
