Weaker section is defined as the unprivileged, disadvantaged and vulnerable section of society, like scheduled castes, scheduled tribes, other backward classes, minorities, women, unorganized labor, disables, aged persons, and street children. These are categorized as the weaker section of society. This section of society is unable to fulfill even the basic needs of the human existence, namely food, clothing, shelter, health and education and leading their life below the poverty line. This tells the status of the weaker section of the nation.

In this frame of reference, around 50%of the Indian population men, women and children can be considered to be economically weaker section of society where as in the constitutional frame of reference the weaker section implies the scheduled castes, scheduled tribes, socially and educationally backward class, other backward class women and children. There have been imperceptible appearances of private governing sources in the line of these marginalized communities but the paucity of resources has not been able to bring them to main line despite the prevalent subsidized mobility. Second, the constitution of India envisages an egalitarian society. Thus, civil servants must proactively work in a manner in which the divides, cleavages and gaps in society get dismantled. This can only happen when the civil servants develop an attitude tolerance and compassion towards the weaker section of the society.
3. The weaker section of society like scheduled castes and scheduled tribes are vulnerable and marginalized because in the past they have been institutionally deprived of access to the resources because of various stereotypes and prejudices. The gross injustice has been inflicted on these sections by the society. Thus, the corrective actions to mitigate inequality should come from the society and the representatives of the society. Therefore, the civil servants should be sensitive to the cause of this section of the society.
4. The bargaining power and the ability to assert their demands are very low in the weaker sections of the society. As a result, the culture of silence prevails in this section of the society. The civil servants must be sensitive enough to understand needs and rights of the
