1. Wilson reasoning for war was due to Germany attacking passenger ships. He had repeatedly warned Germany that the U.S. would not tolerate the submarine warfare, because it was a violation to American human rights. 2. Wilson did not want to go to war around February. He wanted to prevent it from happening. And its all due to submarines being used against merchant shipping, its is impossible to defend ships since assumed that the merchant men would fight for themselves.
