The foster care systems has and will always be a part of society. The idea of a foster care system has always been around, even if it was not properly attained in the past. There has also been other methods to try to find placement for children with no or bad homes, for example the orphanage train, living with widows or living house to house in a community. Now in today’s time, we have an organized system of foster care with two different types of homes for children. For example we have group homes, which is a care facility that houses six or more children at a time. When a social worker takes a child into custody that child has just became a child of the state or some would say basically their child and responsibility. That leaves the social worker taking that child to doctor appointments and make sure the child is in a foster home that is taking care of the child’s need. The eligibility requirements is something I would change about this policy because I believe that if a child is taken from any neglectful situation or home, that child should be tested for disabilities or counseling to see if that child might need further help. Furthermore, they should a smooth transition period or someone to help the kids in foster care with a plan for when they leave the home. Also the policy should have the same eligibility requirements in each state because. When the eligibility is different in each state it is only effecting the quality of care to the children in the foster care system. This policy has been around for many years and I personally cannot say I see a big change in the results of the foster care system, so no this policy has not been implanted effectively. Through previous studies conducted, the findings “reflect both insufficiencies in the foster care system and in insufficiencies in parenting and education youth bring into foster care (Scannapieco et al., 2007, pg 425).” As a result of children being placed in care most of their childhood, the findings of the empirical research must be viewed with caution. Such findings included that teens in fact have “significant difficulties transitioning into independent living and self sufficiency (Scannapieco et al., 2007, pg 425).” When it comes to education, compared to that of their peers, youth in foster care are drastically behind. Until 2017, the Foster Care Delivery structure in Ohio was supervised by the state but administered by the county. The Ohio Department of Job and Family Services (ODJFS) was the single state agency responsible for receiving and allocating all federal grant awards and overseeing the federal and state child welfare programs. ODJFS supervises the 88 county public children service agencies (PCSAs) that deliver the services and benefits to the children in Ohio. Children in the Foster Care system were under a Medicaid fee-for-service (FFS) model, meaning doctors and hospitals bill the state each time they provide care to the child. In the FFS system, there is limited accountability to providing the best care for the child and ensuring continuity.

The foster care system has decreased entry of children and increased the permanent placement of the child in a long term foster home. Research by Davis and O’Brien, (2012, p1918) supports that strategies used in the permanency planning lead to a high success rate of legal permanency for the child in care. That child who is placed in a legal permanency has a better chance in becoming an active member of society. From 2011-2012, which a year later showed entry of children being placed in foster care showed a slight increase, in foster care, but the outcome of legal permanency was still at a higher rate. Another factor that Davis and O’Brien (2013, p 2130) found was that age was a key factor in legal permanency placement.

It’s insane how many foster parents in the US take in foster kids for the wrong reasons. The wrong doings from the foster parents harm the kids emotionally and mentally. This has been happening for a such a long time that it’s not a surprise to hear about this on the news. There’s is a process where they run the foster parent’s background and there’s a social worker who stops by the house but, it’s not enough to ensure the true intentions of the foster parents.

They often make poor choices that lead to their children going into foster care. Foster care is the temporary placement of a child in a new home. Today, I will be explaining what foster care is, the effects of foster care, and the process of adoption after a while of care. On any given day, there are about 482,000 children in the foster care system. My hope for the future is that people can learn more about foster care and realize how big of a problem this actually is.
Literature Review Throughout the years, research has been conducted on the effects that foster care can have on children. In the United States alone, there are roughly 670,000 children who have spent time in the foster care system each year (“Foster Care,” 2017). Of those children, approximately 33% of them age out of foster care system. Studies then show that the foster care system has had varying effects on the children who are/have been a part of it.
