1. The system of Committee is the central operation of Congress. Congress relies on Committee and subcommittee to write legislation. Each committee has different roles ( standing committee, select committee joint committee and conference committee) Select committees set up to highlight or investigate a specific issue or address. Joint Committee is formed by four committee which are economics, taxation, library and printing. Finally, conference committee is created to work out a compromise in House and Senate.

2. Bills can originate in the Senate or House. The bill is submitted by a representative or senator to the clerk f Senate or House and then goes to appropriate committee. Next step is committee make up session which rewrites the legislation to reflect changes. Next, the bill is discussed in House and Senate. Once a bill is debated on the floor in both Senate and House the leader schedule it for vote. Final step in passing the bill is presidential approval. After pass, the bill becomes law.
