The National Security Act of 1947 created the National Security Council (NSC), formally designating several military members to provide direct advice to the president. The newly-created Secretary of Defense (SECDEF) and the separate Secretaries of the Army, Navy, and Air Force were the original statutory members, and the Joint Chiefs of Staff (JCS) were represented by the SECDEF to ensure foreign policies were consistent with military capabilities. Since 1947, the role of the Joint Chiefs of Staff has evolved, and they have periodically held executive authority over theater or area commanders in chief (CINC), but they have consistently functioned as the managers of each of their services separately. The issue of their role within the NSC was resolved in the 1986 Goldwater-Nichols DOD Reorganization Act, which clearly designated the Chairman of the Joint Chiefs of Staff (CJCS) as the principle military advisor to the President, and removed the Chiefs from the chain of command of combatant forces. Subject to the authority, direction, and control of the Secretary of Defense, the Chairman of the Joint Chiefs of Staff serves as the spokesman for the commanders of the Combatant Commands, especially on the operational requirements of their commands (Cornell Legal Information Institute). December 7, 1941 is considered one of the most impactful days in United States’ history: the day Japan bombed Pearl Harbor, Hawaii. Despite their size, Japan left an incredible amount of damage with their 5 submarines and 408 planes. President Roosevelt had been avoiding scuffling with Japan since their pact with Germany and Italy; war with Germany was sure to erupt soon enough. However, soon after the ambuscade, the United States’ declared war on Japan and launched their involvement in World War II. Japan’s leaders recognized the risks of invading one of America’s naval bases; yet they persisted.
World War 2 (WW2) came about as a result of World War 1 (WW1) which left Germany defeated and their economy abolished. Germany suffered significant territorial, colonial, and financial losses incurred by the Treaty of Versailles. Under the treaty, Germany lost around 13 percent of its home territory and all of its overseas colonies. Annexation of other states was prohibited, reparations were imposed, and limits were placed on the size and capability of the country's armed forces.

The Empire of Japan attacked the United States, specifically the naval base Pearl Harbor located on the island of Oahu in Hawaii, on December 7th 1941. They attacked at 7:48 AM with planes damaging eight battleships and sinking four, destroying 188 U.S. airplanes, killing 2,403 Americans, and wounding 1,178. As a result of the attack public opinion of Japanese Americans living in the west coast went down drastically, leading to the Internment of Japanese Americans. The four islands of Japan launched an attack on America, a country over double their size and population, on December 7th, 1941. Why would Japan make such an attack on a country as large as America? In the past, Japan had many victories with other large countries such as China. The United States, at the time, was mostly neutral World War II, and this bombing on one of their large naval bases pushed them into the war. Former United States Representative, Joe Baca, states, “Pearl Harbor caused our Nation to wholeheartedly commit to winning World War II, changing the course of our Nation’s history and the world’s future.” What this quote purposely left out was how the United States needed a way out of the Great Depression. The only way out of the depression was war. Even with all the acts and plans Franklin D. Roosevelt put forth, none would truly be able to turn the economy around. GEF and JSCP guide the Geographic Combatant Commander in the development of Theater Strategy. The GEF signed by the President and issued by the Secretary of Defense provides political and military guidance in context of the National Defense Strategy and based on strategic goals of Combatant Commands which forms the basis of the Joint Strategic Capabilities Plan (JSCP). The JSCP issued to combatant commanders, service chiefs, Combat Support agencies, and other relevant DOD agencies and field offices by the Chairman of the Joint Chiefs of Staff (CJCS). The JSCP provides functional planning guidance, contingency planning requirements to meet military objectives and outlines resource and force allocations and apportionments for each respective agency or command. The Theater Campaign Plans are then developed by the combatant commands using the GEF and JSCP as the higher headquarters guidance.
Fear is one of the main reasons that we do anything in our lives. We try to do well in school because we are afraid that if we do not, we will be homeless. We lash out and drive friends away in fear of somebody hurting. America tried on countless occasions to ignore any fear that we had but in the end, we entered the war because of that one, powerful emotion. After trying to remain calm and have civil conversation with Germany and Japan, that calmness was mistaken for weakness which resulted in Japan making a huge mistake.

Basically, this statement is the presumption, that part of society gain a mandate to render an essential obligation to the Nation in a specific area, in particular case this is a defence. In order to fulfill stated obligation, part of society must have the necessary knowledge and skills. Next, they have to ensure and gain public trust and autonomy in their action. Finally, set high moral standards that reflect the values of society.
