Thirteen years ago the F.B.I.’s National Center for the Analysis of Violent Crimes first formed a task force of federal state and local investigators that numbered twenty-five personnel assigned exclusively to the serial killer investigation. When the killings apparently stopped eleven years ago the task force was reduced, but not disbanded. Two years ago the murderer struck again and then again. We immediately reinforced the task force to a total of fifty- two law enforcement personnel which includes twenty-six s of the F.B.I.’s National Center for the Analysis of Violent Crimes Division including our Violent Crimes Apprehension Program and our Behavioral Analysis Unit. James King, a twenty-three year old man, is charged with felony murder during a store robbery. The victim, store owner, Alguinaldo Nesbitt, was supposedly shot with his own gun that was purchased and licensed by him. In King’s court case, at least one witness admitted to seeing King in the store. “Bobo” Evans states that King was the one to shoot the gun in a wrestle with Nesbitt. In addition to that, Lorelle Henry, a bystander, identifies King out of a lineup and pictures.

On November 12th 1973 the Newtown Township Police Department hired Villanova University graduate Brian McNeill. After 43 years, four months and 20 days on patrol, he retired on March 31, 2017. Brian was the longest serving police officer in the history of the Newtown Township Police Department. Upon his retirement, Brian estimated that he worked over 8,000 shifts and answered at least 75,000 calls. Born in New York and raised in Connecticut, Brian relocated to Newtown Square upon his graduation from college.

Witnesses say that they saw him, running around with a “sniper rifle” believed to be a .300 Win Mag caliber, seemingly shooting random people close to him. Jimmy Peterson has been determined to be mentally ill, admitted several times to mental hospitals. Additionally, he had a violent childhood, with an extensive criminal record involving drug usage, attempted murder, and gang relations.
According to the film “Murder by Number”, CNN rates on serial murder are significantly lower than what the FBI reports. According to CNN, the FBI exaggerates the number of serial killers. CNN states that the number of serial murderers became misconstrued when William Webster, a former FBI director, suggested that the various unsolved murder cases directly correlated to the number of serial killers. In the film, Ann Rule supported Webster’s idea by stating that there are 5,000 victims of serial killers that die every year. Police got a call of a possible fight breaking out on the platform of the Fruitvale Station by a crowded train coming from San Francisco. As police started to arrive to the scene two officers had already reprimanded him with his arms behind his back. He was motionless and then one of the officers by the name of Johannes Mehserle who was a 26-year-old white male pulled his pistol from his waist and shot Grant in the lung, which lead to his death later that night (Kirk, Papachristos, Desmond: 864, Additional Cases). The researchers chose this case and the case of Sean Bell because they wanted to see if non-local shootings affected the crime reporting in Milwaukee as well. What was interesting is that in the case of Sean Bell the amount of calls went down like the other three cases.
One striking example of the Milwaukee police department’s incompetence in this particular chain of working-class murders is the Konerak Sinthasomphone incident. Sinthasomphone was a Laotian 14-year-old who Dahmer had lured back into his apartment (). At one point, he managed to escape through the front door and wander into the streets, dazed (it was later found out he was lobotomized), naked, and beaten (Worthington 2). Two women found him and called the police, reporting a badly injured child walking the streets, unable to speak properly (2). Officers John Balcerzak and Joseph Gabrish arrived at the scene as Dahmer rushed over to make up a fake explanation (1).

Our class lecture and forensic research tell us that serial killers tend to blend in with the community and are well-employed appearing normal however; serial killers have a hidden dark side or evil character (Bartol & Bartol, 2012). A movie directed by John Erman called The Atlanta Child Murders gives accounts of true events and leaves one with their own conclusion (Watch The Atlanta Child Murders. 1985, p.1). Williams’ professes his innocent’s still today and told police he never harmed children or adults (Bardsley, 1981). The research finds that the African population has doubts and believes Williams was framed and incarcerated for political reasons and might be innocent (Bardsley, 1981).
