Research is a very important step in passing a bill in congress because the information that you receive from it can help you have a better understanding of your topic. One of the most important factors when researching your issue is checking if someone else had already passed a bill similar to yours. If that bill was tabled or failed you should add compromises to fix the issues that were found last time. Another important step of researching is to check for which party is most likely to agree to your bill so you can persuade the other party why they are wrong. For example in my bill the Democrats would most likely agree with my bill, which is to raise taxes on the rich. Therefore if any Republicans disagree with this I can explain to them that raising taxes on the rich is better than to poor because we can gain more money.
The next most important step is how you write your bill. You have to be able to convey your point of view on your topic by providing information that is too the point, explains the terms and benefits clearly, and persuades both parties. Some good things to notice during the committee phase is for tbe bills that you sponsored and for the the bills that have sponsored you therefore during the house floor stage the same people will vote in favor of you. Another good thing is to try eliminating as many bills as possible that go against your bill. For example someones bill proposed to stop immigration but another person said that immigration should increase. The Senate is also important because each Senator serves six years in office making it difficult for them to “yield to the impulse of sudden and violent passions” and allows them to gain experience and make minimal to no errors (pg. 337). Federalist Paper Sixty-Three emphasizes that having Senators serve six years allows them to be more responsible of the decisions they take while in office. James Madison wrote “It is evident that an assembly elected for so short a term as to be unable to provide more than one or two links in a chain of measures” (pg. 338).

Each of these play an integral role in the lawmaking process for a variety of reasons. A senate filibuster allows a senator to prevent or delay action on a bill or other business. The House Rules Committee schedules or manages the flow of legislation, making it easier or more difficult to pass a bill, as well as make the legislative process more efficient. Also, the Conference Committee settles differences in the House and Senate versions of a bill.

One would obviously take the position of the experts on the mere fact that they are experts on that topic, however, members of Congress have to take into account the category of people who will get him reelected and normally that is the ordinary citizen. So by voting on a topic based on the not so expert opinion of the ordinary citizen bills, and enacting proposals they may not bring fourth the best solution where as if they would vote on the experts opinion it would be a resourceful way to go about enacting or proposing bills in the House. Take the idea of DHS funding. This important issue needed to go through the Senate, and the Democrats used a filibuster, so that the motion would not pass. If the Democrats did not use this filibuster, the Republicans would pass the bill easily, while immediately after, President Obama would veto it. The reason the Democrats used a filibuster, was to identify with their party. These senators had to identify with their president or otherwise be ridiculed and shunned by their party.

Bipartisanship is crucial to passing effective legislation. When both party disagree with each other gridlock occurs. This gridlock forces both sides to stonewall the other to get a bill passed that is lopped sided favoring one party over the other. Many people are strongly debating whether or not the rich should pay higher taxes. I believe it should be that the rich do pay higher taxes. When times in the economy are rough, the government needs to look consider at how they could bring in more money. Charging the wealthy higher taxes could be a strategy the government could use., and the wealthy people are the ones who could afford it.
Why must the rich pay more tax to help the poor? Although taxing more on rich seems unfair for the rich, it is necessary that rich people should pay more tax and the amount they pay are based on their incomes.
